I use Arena Trap + Repels to hunt roaming legendaries. With a high level and Repels, the legendaries will be your only encounter and it will keep the legendary from running away when you encounter it (this doesn't work on flying types). It's really good in the Jhoto remakes to catch the legendary dogs.
