if you look at the address it’s a P.o. box, and the email is their company domain. it’s probably someone who works with them and probably got permission to post it

Hello I tried to assign my new reg today online however it said this plate can’t be assigned to this vehicle it is not newer then the original reg or anything tried calling dvla they ain’t taking any reg enquiries and only thing I can think of is because it currently is un taxed ?!

If the V778 is in the name of the deceased then the certificate would have to be sent to the DVLA with a copy of the death certificate for change of name. So sorry for your loss...
