This is now out of date in several ways: all DVLA local offices have closed, tax discs are not issued any more, MoT records are held electronically and MoT certificates are not changed, also the £25 nominee fee has been abolished.
The easiest way to assign a registration on a V778 retention document to a vehicle is to use DVLA's online service. In many cases this is instantaneous and will issue a downloadable document authorising you to get number plates made.
If you don't want to use the online service or the online service advises you it cannot make the intended assignment, the documents have to be posted to DVLA Swansea.
A dealer can assign a registration on a V778 to a new vehicle at the time of registration.
