Get the carbs cleaned out. See if it starts. If it does run replace the water pump, its only a few dollars. When you replacing waterpump make sure to replace lower unit gear oil. Your pretty good with carbs so you should be good.
thats pretty cool, my dad (i'm 15) picked up an 17ft 89' capri last year for only $700 and we laid down some new carpet, patched some seats, put on a bimini and it is one hell of a boat for the price. it only has one issue, and that is with the Force 85hp (idk much about motors), it would always stall out when we put it into gear. We found a fix though, we just let the engine idle and warm up in neutral for about 2-5mins and then put it into gear. Once put into gear once, theres no issues shifting for the rest of the day. There also was another issue i just remembered however it seems to have fixed itserf after the first couple of times taking the boat out, and that was we had to constantly squeeze the fuel line bulb until it was firm while starting, however, it starts up on the third or fourth crank with no fuel line assistance now. besides that, lifting and lowering the motor we have a jimmy rig set up where i pull a tiny wire from the back right seat that releases the motor and it can be moved up and down. (i'm not sure how it works cause my dad set it up, as he did most of the boat. i was in charge of stuff like measuring carpet, waxing and polishing the exterior, etc etc.) anyways good luck to you guys and have fun.
Ok new boat owner here, I just bought one and am dealing with a 3 crab issue. A tip is all the jets are brass and will brake off VERY easy and you wont be able to remove them very easy... Happen to me yesterday when i took my carbs off my 1989 3 cylinder yamaha 2 stroke. be careful
Following I have a force and I know the motors in side and out . First thing squirt WD-40 in each cylinder befor starting . Check compression second. Drain all gas out of the gas tank. Mix 50 to 1. And dont forget to hook up the water befor starting.👍
Those boats were built in Kingman Arizona by a friend of mine who had a full-time job there and went to high School it's cool to see those old boat still running good luck on your adventure young man just take your time those engines aren't that complicated
I think its really cool to see different types of projects come to the channel and not just go karts a and dirt bike anymore also you give people a chance to learn how to work on engines and similar things
I love watching people do project boats. There seems to be a lot of Bayliners out there from the 1980s and 90s era. Look for the stringers being rotten , decks being rotten and The transom being rotten. All repairable but lots of work
Good luck guys... That old boat will have rotten floors. Those old Chrysler outboards will continue to break, but this is the best way to learn a trade. Keep wrenching. Remember there are no fails if you learn things along the way.

I just picked up a 79 , 16' Mark Twain .. I know nothing about boats , but managed to get the engine to turn over and fix some electrical .. But im stuck , Im not getting spark and know nothing about the points setup (way before my time) ... Good luck , they are interesting and finicky toys ..
i think i saw a couple blisters on the hull amungst the barnacles. they are the things that look like bubbles in the fiberglass. piece of cake to fix. cut around them with angle grinder just deep enough to pop the bubble off sand it and if its not too deep just throw a thin layer of fiberblass over it thick on the resin and let it ride. if you dont plan to keep it in the water though, i would just leave it like it is but it is a fun way to kill some time on a saturday afternoon.

ThatBoatGuy agreed. Force motors were built cheap. They are junk. I have never encountered a worse motor than a 1996 Force 40hp.

Dang the bottom is going to need a lot of work, be careful with getting that cleaned up so you don't damage the hull
