Yes, I know, broken record, but I do. And some of the things that have been part of it for ages have most recently been adopted by major production software. Shrinkwrap in Maya is relatively new, but where did it get the idea from? I wonder...
Anyway, here is a short tutorial about using Shrinkwrap in Blender 2.93 to create surface geometry, such as clothing, belts, etc. as well as a slightly more in depth look at what everything does in it. Slightly more.
Quick note: @3.30 I say tangent normal and I actually meant, target normal. Thanks to @CutToTheChasePlease for pointing that out

Could this be done with a lower poly model to shrinkwrap it to a high poly model?
Yes, absolutely. In fact this is often done to start off a low resolution build of a high resolution object.

Yes, you can update the the subdivision of your base object. You can do the same to the wrapping surface too, but I recommend adding polygons only where you think you need it rather than add extra subdivision.

Is this the right way to create a helmet?
It's certainly one way to do it. Build a base helmet shape and then do this to build up panels, yes that would work.

your outro made me murmurmur and subscribe)))) interesting video/ serching the insrtruments to 3d my lamps, but have been stucked/ shrimprolling sphere by custom shapes...offset 1 and theres an air between meshes(((((((( i just wanna put my png's on mesh and make them glow, but OMG is it impossible oh what)))))))))))))))
I'm not entirely sure if this is the right thing, but if you're putting on a png texture to act as an emitter, you need to attach it to the emission of a BRDF shader and then set the strength to something like 1 or higher. That'll make it glow in the Cycles Render and light up your scene
