Might be worth taking the fines on both for the possible rewards getting an ID on both.
Forgot also a Plesiosaurus would not feed on mackerel feathers given its potential diet but some kind of large Sea run Brown trout type lure with a Mustad 27/0 circle hook on a chain might get the job done. This is what we use for White shark catch and release off Guadalupe Island / baja mexico and its worked on sharks over 2 tons so I know they hold up to the job.

They were so big that I thought one of them might try to eat me and got the hell out of there. That one of yours was a nice one, especially since you caught him from land! I don't know where you're fishing from but that has to be the newest pier I've seen, guess I'm used to fishing from the west coast, San Diego, Ocean Beach, pretty nice conditions anyway. @Chris Clark Using a 'cuda (barracuda) as bait for a big snook is something that nobody does, because it would be like using a dead turtle to catch a flounder. However, a goliath grouper would snap up a cuda with no hesitation. My post was meant to state that these guys intentionally and illegally targeted goliath grouper.
@Chris Clark Every state I've fished has regulations regarding the use of bait. In some places in the Sierra Nevada only artificial lures are permitted. That is one of many examples. I'm not qualified to comment on the methods of wildlife law enforcement, however.
