Ghost PC is not glitch, just oversight on the map designer's part. Used pokemon center template, made the PC invisible but neglected to deactivate it.
I think it _would_ be possible to have a game with all the regions, but GameFreak and the Pokemon Company would NEVER be willing to do it, the cost would be too much. It would no doubt take YEARS to make, and the only way it would be possible is if they cut a ton of content and downscaled the regions a little to make it happen. imo, it could work if it wasn't like the mainline games... Instead as a Legends: Arceus kind of spin-off game but with NO BATTLING. Instead the goal is to make a fully complete Pokedex, so catching Pokemon is the core gameplay loop. Like a glorified Pokedex simulator. Imagine having to talk to NPCs around the region to gather clues and hints to piece together how to find legendary and mythical Pokemon for the dex.
My only wish, is to get any choice of pokemon evolving 2times as a starter

Imagine having this huge expansive map in gen3, but still complaining that there wasnt a shitty half baked inclusion of another map. Even though the first time it was really lackluster, and its not as if you were missing out on any new content.
I'm not sure if anyone mentioned this, but I believe that gamefreak did not intend to make more games than the first or/and second generations. The first generations had so much success they made a second generation game with new pokemon, improved QoL features and a whole new region to explore and as a surprise for the players they did a throwback to the first game so it feels like it's still part of it, in a diferent era where Giovanni is gone and what not and the first gen player is the final boss as a great ending to the games. Notice all the lacking content in the kanto region though, reason being they did not have a lot of space left on the cartridge to implement or even keep things in, like the safari zone being closed. I could be wrong but this is just an analysis I made of what I know and some theorizing. I think I read somewhere that there was no intention at first to create a 3rd gen at all. Obviously you can't keep making new games and keep all the past regions in the new games, however cool that would've been

By the time Gold/Silver came out, there were already a lot of other places people knew about such as the Orange Archipelago and Guyana combined with various places in RBY that included hints towards other places. There was also the island from SNAP...and Stadium (and the Japanese Stadium which was different from the US one which was actually the sequel). Gen2 only expanded things, then Gen3 added 2 regions along with the Sevii Islands (Orre popped up in Coliseum)
I remember the elation i felt when I first played Pokemon Silver and having the guy come up to you and welcoming you to Kanto. I had no clue that there was essentially another full game within the game! It is the dist and only time you could visit two pokemon regions in a single game.
One reason why Ingo is likely in Legends may be because in Japan, Ingo & Emmet are the most popular characters from Black and White since their introduction. (I think even more or as popular as N & Cynthia are to English speaking fans.)

Yeah, this might just be an old man talking, but when I played Gold and the NPC stopped me to tell me I was venturing back into the RBY map my 11 year old mind exploded. It was like a surprise I could never have dreamed of. That wonder is nearly impossible to capture today.

hell with todays technology they could probably add a whole other region again especially with the switch 2, but gta fans can relate to on adding a previous area they may have the tech but programing and adding stuff to do there adds to the storage and development so they do the minimum to ship on time and maybe add new pokemon or items in dlc.

Me personally, while I do agree they should have continued with the trend of visiting the previous region and fighting the previous protagonist at the end, I dont think if they did that in Ruby and Sapphire that they should have included Kanto, but just Johto. The issue where you would be too high of a level by the time you get to Kanto would be a non-issue if Kanto wasn't included. And it would be unreasonable to expect every region to return with each game. As cool as it would be to explore all 9 regions in one game, I would settle for just being able to revisit the previous region in the current generation. I will say gen 8 and gen 9 did kinda scratch the itch with their DLC, even though you arent revisiting a region, you have entire new areas to explore in them that arent the main region of that generation, making the world feel larger than just that one region kinda like how gen 2 did in a way, but not exactly the same. But it would be nice to revisit a region one of these days in a new generation.
The way to do it is with an MMO style game imo
All I've ever wanted was a region combination of gen 1-4 since on the map they're all Japan. Would be canonically easy enough to travel between and include a solid national dex. More regions vs more 3D. The Carts have the space for it. Balancing the gameplay progression would certainly be a challenge, but who says level 100 needs to remain the cap? :)

I remember thinking how cool it would be for a Pokemon game to have all the regions in it. Then I saw someone make the argument that it would water down the levels a ton in each region and it made more sense.
I really wish that the would release the older regions in the newer games. I feel like even making it as some sort of DLC would work too 🤷♂️
I remember doing the same thing after I got Sapphire when it launched. I had no idea about the limitations before getting the game... I was a kid and was expecting this new game to be bigger and to bring all my old Pokemon over. I think my disappointment started when I found out there were no day/night cycles. Time still existed, kind of, but only for berries and a handful of time events. Then I eventually learned that you couldn't trade your old Pokemon from the GB games into the GBA games. I was disappointed, but could accept it as it being a compatibility problem between the GB and GBA. I still kept looking for a way to unlock the other regions doing every nonsensical "cheat" I heard about. I even did the 100 battles in the tower too (I think this started my hatred for battle tower like things in post game, it was so tedious and I never want to do it again). Then I went over to a friend's house who just got internet installed and eventually found out that it doesn't exist. I think this cemented my disappointment with Gen 3 and was kind of my first experience of new games aren't always better. Sounds kind of obvious now, but I was a kid. I eventually traded Sapphire away at school for a copy of Super Mario World: Super Mario Advance 2 and some random Tony Hawk game. A trade I do not regret.

It’s far more simple than what you’ve stated. New region. New game. New price tag and release. It’s not that they can’t do it on one game, It’s not that level scaling would complicate things. It’s because why sell 2 regions for the price of one.. love me some Pokemon, but they’ve joined the money hungry culture that is the mainstream video game market
Honestly you can get an idea of what a multiple region pokemon game would be like with the fan made PokeMMO, it is just a bunch of connected Roms but you can carry your pokemon from region to region and play along side randoms and friends.
Honestly, it is a bit shocking that they never did this again. Like, in a way I guess I can kind of respect them for focusing on building new and expansive worlds in each game and not just relying on the previous maps to make up half the content, but, on the other hand, going back to Kanto was absolutely peak fanservice and, even if the game balance was a bit off, it is definitely one of the coolest aspects of Gen 2. And, with modern data size increases, it would be relatively easy to port a region from one game to another, whole sale if they've been built on similar engines. I haven't bought a Pokemon game since X and Y, they just feel far too samey so many years on, but if they announced in the next game that you could revisit Hoenn in addition to the new region they made then I probably would buy it just to see Hoenn again through a different lenses. Even just going to a portion of a region again would be cool, like imagine a new region where the southern area is called Lake of Rage.

Assuming they had enough memory in the cartridge, they could've made 3 regions work by reducing the EXP gained in battles: Hoenn up to level 35-40, Johto up to level 60-70, and Kanto up to 100. Another way would've been the "Ash method", forcing the player to reliquish their Hoenn pokemon (temporarily) until they have enough medals in Johto to bypass the level cap, so they have to start over with a starter from that region and collect new pokemon. Then you can repeat the same for Kanto or remove the level cap requisite since this is supposed to be the ultimate challenge.
