To save time and money, all you need to do to prep outer surface is use a deglosser, you rub on with cotton rags. I sprayed oil base primer, then I sprayed flat black oil base paint. Using HVLP spray rig.
I'd recommend a respirator when spraying that stuff even if outside.

I see everyone painting IBC totes with black paint or covering them with black plastic. That's called a passive solar water heater. The objective is to block sunlight, which can be accomplished with any non transparent color, including white.
This is also necessary to avoid the plastic from becoming brittle and cracking from the sunlight. Been there, done that, and have a cracked 500 gallon plastic tank lined with algae to prove it. I'll soon be replacing it with IBC totes, painted with bed liner (great solution!)
BTW, the algae also gets sucked into the check valve of the pressure pump, blocking the valve from closing to shut off the pump when it reaches sufficient water pressure. So the pump just cycles on and off, wasting electricity. |-(

@@andejo4436 No, the exposed PVC became brittle from exposure to sunlight, then it was cracked by rolling it over on rocky ground to clean out the algae. Should have painted it from the get go to avoid all 3 problems.
The key to living remotely and off grid is to stay ahead of inevitable problems, such as mine.
I hope that by informing others of my failure to do so saves them the hassles. Better to learn from the previous mistakes of others than wasting time and money on 'clever' foolishness. 🤦

Raptor liner is expensive man. A can of bed liner at harbor freight is only $50.
