Because their intimidation tactics failed, leaving them with no legal options. It is the same with all cops. If you stand your ground and flex your rights, the cops are left with only two options: walk away with their asses hanging out, OR, going hands on and creating a lawsuit.

EMERY did just show off his power-trip, which useless people like him often do as it makes them feel important which they are definitely not, he very quickly ran out of answers from the furtest opposite site, because he was so scared of you, and he thought that because of this distance between you and him, you couldn't smell that he had dirtied his diapers because he was too scared.

Just voiced my outrage to Inglewood city hall about who is really in charge of the building. It is not the Public safety manager but the PEOPLE'S building. Thank you for the hard work you do to educate public employees about the people's first amendment rights.

FOIA workers are usually much MUCH better trained on constitutional rights and understand the immense amount of power that people actually posses. They don’t mess around.

The LIEUTENANT is "uncomfortable" and also wants to VIOLATE RIGHTS by asking for ID without RAS. This says everything you need to know about police and their departments.
Nothing usually happens to them and why they act this way. But auditors are harbingers of change. Public servants will learn their place. They serve. We the People are the boss.
True, it's discrimination. But only certain types of discrimination (race, color creed, etc.) are prohibited by. law. I'm not defending their behavior - quite to the contrary - but not for discrimination as the reason. This situation was more one of denial of service. Also their citing multiple supposed "reasons", such as an imagined "lockdown" that only arose when they saw a man with a camera.

Also the current buzz-phrase of "held accountable" has no specific meaning. It can mean anything anyone wants it to mean, ranging from a reprimand to jail time. It amounts to virtue signaling and is essentially meaningless.

And being rude and disrespectful is constantly mispresented as breech of the peace, causing a disturbance or even trespassing, also offences which can lead to arrest. All it would take is an overzealous "feelings enforcer" to come along and hear that secretaries cries of hurt feelings to get Sean arrested. The charges would likely be dropped but he would still have been arrested. I say "likely" because we also have an abundance of feelings enforcers in our prosecutors offices, especially in California. They may or may not drop the charges, and it will come down to a judge who may or may not convict, regardless of the local, state or Constitutional laws. While to us laws are very cut and dry, to the judicial branch there is apparently a lot of interpretation they can play with. For an example just look at Sean's recent simple trespassing conviction.

SeanPaul, I am retired, but spent a couple of years as a sworn Peace Officer in California, and there is NO law that requires that a person carry an ID. However, that assertion is so commonly believed by the public and our government employees, that it is widely and frequently repeated as true.
I loved your challenge of the non-authority of a made-up policy that has not been sanctioned or approved by an elected body. Even if the city council made that an official city ordinance, it would obviously be subject to a legal challenge as an unconstitutional infringement on our rights.

If you aren't free to visit and record and take pictures in a building that you helped pay for, that houses departments that exist to serve the people's needs, then you aren't really that free. They surround themselves with art, comforts and send the bills to us while denying us access to see what our tax dollars have purchased.
