I think it might be a good idea for everyone to contact Pennsylvania Governor Josh Shapiro's office to see if the Governor is on board with the stopping of services at the PennDOT offices by state employees over a camera. I get the feeling the Governor is not aware of this behavior nor would he permit it if he was to be made aware of it.
These people don't realise that once they start removing/providing sevices "for your own good" your freedom is gone.
You need to sue them so they don’t think they can get away with this. That manager is going to think he did the right thing.

The PennDOT employee is in fact taking an unauthorized break on state time. Shutting down the facility over a camera equates to an unauthorized break.

We need to FOIA request the names of the public employees who authorized the shutting down of a state facility over legal recording activity and have them demoted, reassigned, or fired. This constant unauthorized illegal prevention of the public to receive it's services due to very legal camera activity has to be put a stop to. I suggest we all contact Pennsylvania Governor Josh Shapiro's office to see what his stance is on this behavior.

Is not illegal to capture personal information. Is only illegal to use that information illegally.
People don't even understand how HIPAA work and think you capturing it is illegal. It's a violation on the people who have that information not protecting it correctly. You can film it and they will get fined on the sole fact that they were able to because you didn't create the correct safe guards.
It is completely on the companies as well to keep private information private

The DMV employees and post office security guard actually raise their voice if someone as much as answers their phone or reads a text message on their phone. They will loudly announce over every member of the public “YOU CANNOT HAVE YOUR PHONE OUT IN HERE. PUT IT AWAY OR YOU WILL BE FORCED TO LEAVE!”. It’s annoying because I keep addresses, package tracking numbers, and all my vehicle information stored in a folder on my phone but I can’t even pull it out just to retrieve that information. Please respond because even you after everything you’ve seen would be shocked by how aggressive they are with it here. Walking into these places feels like a jail and people get nervous if their phone rings because they know the security guard is going to tell them they can’t answer it. Please help.

I am not from the US and the thing that blows my mind is that if Sean went inside, recorder secretly and then went and told everybody the police included and posted the videos here, there wouldn't be any issues. Also the thing the representative of the facility did but stopping services is a common occurrence. The people in charge everywhere are doing that, divide the people and rule. To be fair, I am of the opinion that the corporal behaved in a very professional manner. He was polite, did not escalate, and tried to express his opinions in the most clear ways possible. Did not ask for your last name, did not get loud, and did not try to intimidate you. If only he had known the law and not confused trespassing terms for public buildings with private business, he would most likely have informed and educated the incompetent (or maybe they just don't give a shit) public employees and the uninformed citizens inside about the law, and the constitution, and then protected you from and the citizens from unlawfully being denied your services and you from being harassed with a potential uprising instigated by the manager, and hindered in your business.
It seems to me that the main problem here is higher up. It seems to be a lack of understanding of the constitution and training of officers and public employees. I guess that would be the responsibility of the Mayor's office then? Maybe you should check that out?
