The fish is dead after the first time it is stabbed as that stab is the one the disconnects the spine from the head, it dies and bleeds out after that and feels none of the pain from skinning and such. The movement you are seeing is “Rigor Mortis” which is the nerves and muscles letting out the last bit of energy they have, the fish is dead and not in pain.

In Japan, it is common to believe that food should not be wasted whenever possible. Puffer fish ovaries contain the same deadly poison as the liver, but the unique Japanese technique of "nukazuke" (pickling) is used to detoxify the poison and eat it.
Whales were killed only for their oil in the West, but in Japan, whale meat was not wasted but utilized.
I would like people in many countries to know about this beautiful way of thinking.

For an honest translation in case no one has done it and for those non spanish speakers
    For the dumbos:
    1) The fish isnt alive, the moment the knife stuns the fish by hitting it, it is already dead, the rest of the movements are muscle spasms left by the suboncious
    2) It is not dangerous, in Japan there are strict liscenses that are also hard to get to safely sell this fish, and ever since this system was implemented, the only deaths caused by this fish were in non-liscensed places, even know the people of japan die due to going to places that arent regularized by this ruleset.

Theory: the fish isn't dead until 3:05.
A fish's brain is between it's eyes, the chef is meerly slicing the nerves on it's spine, paralyzing it from the neck down.
Though, we do see the chef hitting the fish between it's eyes at the very begining before this, essentially knocking it out but likely not enough to have killed it.
So the fish is able to move it's face, jaw, head because it's nerves are still working there. It's organs would be functioning too.
There's also a comment on this video in Japanese as well mentioning she had seen a puffer fish skinned then placed back in it's tank and still able to swim around and it traumatizing her.
In Thailand, a fish was able to live without half it's body. It was nicknamed 1-half.
A decapitated fish was labeled a real life zombie after surviving 3 days without it's head.
I'm not expert in fish spasms, but the fish seems to move it's face with muscle contractions instead of spasms or firing nerves.
I'd be fine with this guy cutting the fish alive ngl ..but wanted to share this observation

God loves you so much. God gave His only begotten Son, Jesus, to die for us and pay the price for our sins that we never could. God rose Jesus again so that we could be saved and forgiven and made right with God by Jesus. Jesus paid it all for us. Jesus bled and died for you and me to pay our price of our sin that we never could pay ourselves. Only Jesus can save us. Jesus can wash away every sin. Time is running out. This life is only temporary. Eternity is forever. Death is something we all have to face. Please come home to Jesus today. Do you know Jesus?
