I would not agree that slaaneshi cults are rare in the underhive, rather, they should be fairly common. You are forgetting that the underhive, as a place free from the law, is very frequented by nobles from the upper hive spires who come down with large bodyguards to go slumming and partake of illegal activities far from the eyes of the Arbites. A fairly large amount of money flows into the underhive from this, and there are entire districts set up to cater to these tourists. If anything Slaaneshi cults should be among the more common chaos cults to thrive in the underhive. In many ways the underhive is swimming in wealth.

And the funny part: HE EXPECTED TO GET AWAY WITH IT because he's too high ranked for the Arbites to care about. and boy, was he wrong about how the Arbites would take it. You are overstating a few things here, especially the odds of being born into the conditions you describe in the intro. The Imperium is gigantic and the number of roles that exist for ordinary citizens is staggering. Hive citys also run a pretty wide range of quality, and while they do trend towards being as you describe there are hives with far better standards than others, all the way up to hives that maintain standards of living close to that of the modern world. Also I don't agree you would be all but guaranteed to be living in a hive city in the first place. While they do not possess comparable populations to the sheer masses that live in the hives, trillions upon trillions of people live and work on Agri worlds, Shrine Worlds, Feudal worlds and even Death and Paradise worlds. There are entire universes worth of humans in the 40k setting who know nothing of these conditions except for in dark rumor.
Kinda reminds of Kowloon Walled City in Hong Kong, back when Hong Kong was still under the British who, in turn, couldn't even police the damn place! That is, until the pricks tore it down on 23 March 1993 after turn-over!
