It’s less of an insult, more of a statement. A very emotional moment that makes the Doctor question his own actions and the morality of his hatred of the Daleks.
When that episode first aired, NEVER had I ever wanted so much in my entire life without realising that I needed it until I heard that exchange: Daleks and Cybermen smack talking each other, comedy and awesomeness combined at once.
Especially funny because they were genuinely conceding inferiority on that. Daleks do not die. Their homeworld’s sewers are filled with their still-living corpses. To a dalek, being able to avoid that is in-fact a good thing.
@@finth008 Way back in the mid 1960s, in a serial called The Daleks' Master Plan (or Masterplan), the daleks were allied with a guy called Mavic Chen, who in one episode screwed up in a way that allowed the First Doctor and his companions to escape. Chen then tried to spin this to make himself look better, prompting that line from a dalek (possibly the Dalek Supreme or equivalent, I don't recall).

I just thought of something the cybermen screamed when they died. The cybermen had no emotions so that mean the dalek gun fried the emotion thing before killing them. That brutal
Dalek weaponry is dialed to just shy of insta-death. So you maybe live for a second or two after impact feeling the most intense and worst pain ever, and then you die. Yeah. Daleks make sure you suffer.

I hope we see Rusty again one day. A Dalek that hates and hunts Daleks is a fun idea by itself, but you could also take the opportunity to evolve and expand the character! Yes, he lives to hunt and kill other Daleks, but if someone else (prolly not the Doctor, but a companion) were to remind him of the beauty of the universe and the other alien civilizations on the cosmos, how would Rusty interact with others?
Yeah, that's why I was so disappointed with Twice Upon a Time, bookending Rusty's story like that. The closest we'll probably ever get to that again is the rebel Dalek from Power of the Doctor.
Dalek and Cybermen arguing is like a bar fight between aliens. Then they get so pissed off when the Doctor appears which is hilarious whenever they start running around trying to kill the poor doc so many times. 😆😆😆
Considering the ridiculously long list of ways he violated the Daleks in the Time War alone, you're not very far off. Even by the standards of that war which took the term "Geneva Suggestions" to unimaginable heights, he was a serious war criminal. When later versions say they've done worse things then you can ever imagine, it's not a euphemism, and most of those things were done to the Daleks
Personally my favourite sassy Dalek line is from the Black Dalek Supreme in The Daleks Master Plan (1965-1966) where he says “You make your incompetence sound like an achievement…” xx
I really miss when this show used practical effects, and designed things to look like they actually did something. the old dalek and cybermen suits and props were SO superior.
