- The CEO of O3 Entertainment (the company that made Chaos Wars) is Chris Jelinek. The voice-actors in the game include Quest Jelinek, Tyler Jelinek, Kay Jelinek and Lee Jelinek! Yes, Chris Jelinek got his family members to dub the game, rather than paying professional voice-actors.

That's honestly not too far off from canon Yuri, the guy monologues about looking up an unconscious girl's skirt and I still can't tell if he was actually gonna do it or if he was just saying things to see if it will make Alice wake up.

Probably because it most likely was lifted from the Japanese original, no need to dub a scream. Even the scream isn't that good, however.

Chris Jelinek literally could have gone to the high school in his town and asked the drama club to dub the voices for this game and would have gotten better performances.
Hell, not even the drama club. He could have just walked into any random classroom, said "Who wants to be in a video game?" and found more quality then we see here.

The delivery of the guy laughing at the girl sleeping on the street for no reason hit me like a truck, and it just kept going downhill from there, I wish games like this one still existed.

Because the publishing company for this game had little money to afford actual VAs. These're literally friends and family of the dev team.
...Uru because it's short of "Urmnaf", which is actually his name in the original Japanese versions of the Shadow Hearts games. It's stupid, but correct.
"Yuri" never existed, it's a westerntardoid bastardization made during the so-called "localization" of SH. He's not even "Russian", but Japanese-German.

It's been known by many (not by all, though, obviously) for decades by now, so I wouldn't consider that "spreading of the word". Also, it's pretty much same case as the absolute bastardization and ruination of FF VIII, by westardoid "lolcowlizers", back in the days (for the prime example - "Ultimecia" doesn't exist and never existed in the Japanese original, as it's actually "Artemisia", who's origin/backstory Square's devs based on two actual historical women which existed in real life (Artemisia I of Caria and Artemisia II of Caria) and one of which was also semi-deified (thus the "goddess Artemisia").
Square *literally* used chunks of their life stories/documented historical facts for building of Artemisia's character/archetype/motives. And also, there is no "whatever" this and "whatever" that from Squall in the Japanese original whatsoever, he actually speaks just fine, albeit being quite le teh edgy). What makes this whole thing even more bizarre, is the fact that Koudelka (Shadow Hearts 0, literal direct prequel of Shadow Hearts, or, rather, Shadow Hearts is a direct sequel of Koudelka) and Shadow Hearts I & II were made by Sacnoth, which are literal dissatisfied ex-Square employees that left the company, AND first Shadow Hearts game uses first Parasite Eve's field engine (they licensed it from Square, which is even more bizarre), AND is actually the very last ever video game in history which used that engine (Final Fantasy VIII, Planet Лайка, original PSOne version of Zill O'll, and a couple other games also used this engine, with FF VIII being it's primary target as first PE was essentially it's beta-testing version of sorts. It is NOT the same engine which Square used for FF VII and any games prior to the first PE and FF VIII), AND happens to be the ONLY PS 2 game in existence to use that engine. TMYK.

So I read that Chris Jelinek messed up his timing and budget so he had like 2 weeks to write the script and get the voice acting done, and he would finish a scene's script at like 6 AM and have it acted that afternoon.
Where'd you find that out?
I think it was from a fan wiki or following a trail of links on Kotaku, but I haven't found it since so it might have been speculation on a forum
