Spam voice lines as you disguise as other classes. Every once in awhile maybe sap one building just to really let him know you're there. Repeat.

I once dead ringer decloaked in an area with a soldier, engineer and medic and somehow none of them noticed me, the soldier even backed up right into me, I don't know how that happened
i've been following tf2 for over 5 years, i've always wanted to play but the amount of ownage that happens to new players keeps me from ever hitting install, on top of the skill cap and everything else you need to learn. it's really not worth sinking months of trying to learn at this point when you're up against so many different factors.

I believe this was on Valve casual, but it might have been a better idea to do this on a community server like Uncletopia where players have higher hour counts and aren't likely to take this experience as badly.

You did this all wrong. Don't pick on the newbies, it's just sad for everyone involved. Pick on the guy with $1000 worth of gear on him (or the closest you can get). When they start getting paranoid, stop attempting to backstab them. Instead, do spy call outs on them while invis, decloak and immediately recloak near them. Let them know you are _right there_ without giving them the chance to kill you. Eventually they'll start to ignore all this bullying, and then BAM! that's when you really come out of cloak and floor them. Bonus points if you can decloak on top of their head to do it.
The proper cyberbullying from spy happened a good few years ago, when you disguised and typed in the chat, the chat would appear as if it was coming from that person. Now this glitch only lasted a few weeks, and boy did I have so much FN FUN with it. Such good memories

Instead of bullying i like to think of this as forcing the player to learn how to deal with certain things, i mainly play demo and iv had so many instances of new players picking scout and suiciding into a sticky trap on top of intelligence thats been captured, over and over and over this gibbus scout walks onto the stickies that are in plain sight next to intel that has 3 ememis next to it, so about 5 times this scout did this, i just hope he figures it out, it was obviously a kid so i wish him the best of luck
