I have been Painting Cars for 42 years now. Was that panel ever painted before? That is one cause. Also, you might not know it was painted if you bought the vehicle used. Original factory paint is normally good, unless there is a factory defect in the adhesion of the Original Factory Paint, which is also possible. There are a few vehicles and specially US made White Cargo Vans where the paint has been flaking off from every possible panel. Also always warm up the panel and make sure its nice and warm to the touch, before you proceed pull. Paint turns Stiff, Rigid and Brittle when the surface is Cold.

Doesn’t work had a minor hail dent and the kit couldn’t pull it

I used cold glue on a dent today. It honestly looked like a banana. Pulled the paint off a 2019 outback. I have videos
Did you heat the paint?
Probably a respray with filler?
