The UU is not Spearman replacement. You can see in the tech tree, there Bronze Working has Spearman in it. Also, it has a CS of 17, which would make for an awful Spearman replacement. But it is also not a Warrior replacement, as there is a Babylonian Warrior in one shot, and the era score for it is gained later, which means you don't have it at start. So I think we can only assume it is a completely unique unit.

Having seen some other comments from civ youtubers and such, i think people are already sleeping on Babylon. Two things
    1. This is low-key a very aggressive civ. Kill a barb with a slinger, you get archery. Two more archers and you have crossbowman. An iron mine gets you swordsman. IMMEDIATELY. The early war potential on this civ is incredible and because conquering civs and other aggressive play can net you free techs you can freely explore both sides of the tech tree without sacrificing one or the other.
    2. The early bonus on district building is better than others give it credit for; just because it's not "ongoing" doesnt mean its bad. If i early build an industrial zone im not just getting a workshop; im getting the 3 production plus city state benefits plus great engineer points for the rest of the game. An early shrine is potentially an early religion. Early library means you start constructing great library that much faster. Lighthouse and market are two trade routes that can generate value that turns into gold and trading posts which is more gold which is gonna buy you something faster.
People who think this civ isnt gonna be bonkers probably dont chop woods cuz they dont wanna lose the yields.

This civ will be monstrous for CULTURE victory. Babylon will not need any science income at all to get all the techs they need, and will be able to get them all several eras before other civs. You build ancient walls, which gives you engineering, then you build an aqueduct, which gives you military engineering and reveals niter, then you build a niter mine, which gives you rifling, which is the only immediate prereq for steel and refining, allowing you to skip much of the lower half of the tech tree, and meaning you can potentially research steel in the classical era and start building Eiffel. Completing Eiffel unlocks flight. Building a national park unlocks seaside resorts. GLOBALIZATION GIVES YOU GDRS. Changing to Democracy unlocks Computers for the global +25% tourism. Building 2 aerodromes unlocks Synthetic Materials and the Biosphere.
Other chains like the shortcut to Rifling also exist, like farm a resource unlocks the palgum, building the palgum unlocks lumber mills, building a lumber mill unlocks shipyards, building 2 shipyards unlocks ironclads. 3 mines unlocks workshops, 3 workshops unlocks industrialization, and an ironclad and a coal mine is another shortcut straight to steel and Eiffel. Honorable mention for 3x Archer unlocks Crossbowmen and 3x Tank unlocks Modern Armor.

I made this comment, perhaps I can get your opinion on it:
So, I rush a builder. If I have a farm resource, a quarry resource, and a mine resource, I get three techs in three turns.
Then I find a civ, and i get writing. I build a campus, it gets a library. Chances are in a few turns i get a scientist, so I get the eureka for a university. I chop thar university in my campus, adjacent to a mountain, and I can get the Potala palace before anyone else.
Of course, I may be on a Dark age then... but I get to use the dark policy cards for whatever I want, lol.
Or, I can go military, rush three slingers, kill a barb, upgrade to three archers, upgrade to two crossbowmen, and puff, fastest bombards ever. Well timed with magnus for some chopping and you got an army of 3 crossbowmen and a bombard very early in the game.

The thing is, you also need the production to get those units out in enough numbers (and later on resources as well). Getting an early crossbow or two, or similar unit is good defensively, but offensively the AI swarm of units will make it not as overpowered as it seems for domination. Not very early domination, anyway, and you also won't have the card for unit production most of the time, since that will come from the non-boosted culture tree.

Babylon honestly seems more like a military civ than a science. Those early eurekas are generally easier to get and are going to give a massive spike to military tech. However, late game eurekas are some of the hardest to get (future tech doesn't have any) so late game science is going to be a huge slog. Also, a huge chunk of eurekas are military related and your going to want to do something with all those units you need to make. I think Babylon is going to be a "If you're not first, you're last" kind of civ.

I think some notable things about Babylon right now are the following:
The leader ability is written the way it is due to the clause about Government Plazas. These are the effects as I read it: The first time you build a specialty district in your empire (excluding Gvt Plaza), you get the lowest production cost building in it for free. When you build a Government Plaza or a non-specialty district for the first time, you gain 1 envoy. This means that Dams, Aqueducts, Neighborhoods, Canals, and Government Plazas should all give +1 Envoy when they are built for the first time (for a total of +5).
Babylon's religion rush potential is deceptive. Babylon is rewarded for finding an early natural wonder with a nearly guaranteed religion. Astrology for free and the free shrine in your first Holy Site puts you on par with Russia's religion start. However, should you not find a natural wonder, your ability to gain a religion (particularly in high-difficulty games) is slimmer than most. -50% science means that Babylon takes twice as long to research Astrology as an equivalent civilization. Astrology requires 50 science (standard speed), requiring 20 turns maximum for any other civ (see next point for science per turn breakdown) and 40 turns maximum for Babylon. This is slightly mitigated by the free Shrine, but it is significantly worse than it is for other civs.
Babylon's start is awkward. Pottery, Animal Husbandry, and Mining all have no boosts, so combined with your slashed science yields, Babylon will have to slowly wait out forest chops, luxuries, and early housing. Even if you get the eureka for Bronze Working (thus revealing Iron), you may not be able to improve said Iron due to the lack of a eureka for Mining. The base cost of these 3 technologies is 25 science (standard speed). As a normal civ, you start with 2.5 science per turn (2 from Palace, .5 from population). This means that without growth, it will take 10 turns to research Mining. For Babylon, assuming the same situation, you would need 20 turns thanks to your 1.25 science.
Babylon's endgame is equally as awkward as its start (for a science victory). The key technologies for winning a science victory are largely boosted by only Spies or Great Scientists: Rocketry, Satellites, Smart Materials, and Offworld Mission can only be boosted in these ways. Furthermore, it is highly unlikely for you to be able to actually use Spies to gain these technologies, as you can only steal eurekas for technologies that the target has and you do not, meaning that someone else needs to be AHEAD of you in the science endgame in order for you to boost these techs through espionage. Additionally, there are no Great Scientists currently capable of boosting Future Era technologies, so those are out of the picture. The only Great Scientist that boosts Information Era technologies is also the very last Great Scientist: Abdus Salam, who boosts ALL Information Era technologies. Better hope that you snowballed your science immensely, because the base science cost of Future Era technologies is 2200 science (standard speed).
Because of the last point, I think that Domination is likely to be Babylon's true best victory condition. The vast majority of Eureka combos revolve around military units. For example, start the game by building 3 slingers and then prioritizing gold generation. Kill a barbarian with a slinger, unlocking Archery (and archers). Upgrade your slingers into 3 archers. This unlocks Machinery (and Crossbowmen). Upgrade 2 Archers into Crossbowmen. This unlocks Metal Casting. You now have access to Pike and Shot anti-cavalry, a Renaissance Era unit that requires no strategic resources, and all it cost you was 105 production for the Slingers and the gold required to upgrade them all the way up to Crossbowmen.

Step 1: Found a city on the coast. This unlocks sailing, allowing you to improve sea resources
    Step 2: Train 3 slingers
Step 3: Kill a barbarian with a slinger. This unlocks archery
Step 4: Upgrade your 3 slingers into archers. This unlocks machinery, allowing you to build lumber mills
Step 5: Build a lumber mill and improve 2 sea resources. These unlock mass production and celestial navigation respectively, which allow you to build harbors, lighthouses, and shipyards
Step 6: Build a 2 harbors with shipyards. This unlocks steam power, revealing coal and unlocking ironclads
Step 7: By this time you will definitely have researched mining, so build a coal mine and train an ironclad. This unlocks steel
Step 8: Enjoy your battleships and artillery in the classical era.
This is especially good on a naval map because you will already have coal to fuel your battleships. As for the artillery, you can reveal oil by extracting an artifact, but this will take some time.

a couple things i noticed, the unite is a melee unite not anticav, I'm guessing warrior replacement. 2 the envoy clause seems to be for any district, where the free building seems to be for specialty districts.

Could also be a brand new unit not replacing anything, but otherwise a warrior replacement yeah. It only has 17 base CS after all. As for the envoy clause, it says it's for "other" first districts, so it should be referring to non-specialty districts such as aqueducts, dams, canals, aerodromes etc

I don't think it's a warrior replacement. The historic moment for getting it in the video came after Iron Working, but you would get the historic moment for a warrior replacement when you start the game.

I would say you get the free envoy when you build a non-specialty district for the first time (gpv plaza, aqueduct, dam, canal, neighborhood etc. ) they build a gov plaza at 5:48

What would happen if two same specialty districts in two different cities in your empire are built on the same turn and both districts are the first of that specialty district in your empire? If you get the first building in both of the districts, that would be insane.

I think the deal with the district ability breaks down like this; the first half is the first of any specialty district and the second half applies to any district's first construction both specialty and non-specialty ( excluding the government plaza). That eas my interpretation

You can see spearmen in the tech tree in the First Look so the unique unit is not a spearmen replacement. It's either a warrior replacement or just a new standalone unit.
