That means the nut is rotating inside the rubber bung. You need to use pliers to add a bit of tension lifting the screw head up in order to stop the rotation.
The push button used to release the new seat cover for what ??? And pls advise what brand is your soft closing seat cover that comes with this release button ???
The push button is to release the seat from the base. All seats should have a release button somewhere. Some of them are quite cleverly hidden so u gotta check n see.

Yup that's correct! Some brands have their release under a concealed cover

They just leave it inside the toilet area. There's no way to get it out, without pulling stuff off, which isn't worth it.

Is yours smaller? If so, yours may not be suitable for a concealed fitting. You have to use the regular plastic bolt and nut
