Mine never gets like this. I noteced that my Musgrave has a height output, yours has a FAC. Does it have something to do?
This is an old tutorial, some things are changed in blender 2.9x. I'll do an updated tutorial soon.
Can something similar be achieved in cycles or is this just for EEVEE?
You can surely make some changes to the shader and get similar results in cycles.

looks ok on your sphere, but on my object, it just creates some lines, no idea why.
I try on cycles: Musgrave Texture is different
Oh I didn't try in cycles, try tweaking the values for a better look in cycles
