He, the young man, knew he started with $8000. There was only $7100 counted, he knew what was missing & kept his mouth shut & when asked what the crunched bills should total - $900 was the amount. And the Wendy’s receipt! Cop tampered with evidence & embezzlement should be the charges.

Evidence tampering doesn’t apply here because the money isn’t evidence; it’s just the prisoner’s property that the officer stole. The charges seem appropriate.
Embezzlement is a felony and is more specific than just generic theft, in that the theft was by virtue of his job as a police officer. If you steal, it's considered theft. If you steal and it's directly related to your job, it's embezzlement.
