- The Charlotte-Mecklenburg Police Department (CMPD) is conducting a criminal investigation that resulted in the arrest of CMPD Officer Henry Chapman, after an arrestee reported that an officer had stolen property from him. The incident happened Thursday, March 14, shortly after 4pm in the University City Division. Upon investigation, CMPD detectives arrested Officer Chapman who was charged with one count of Embezzlement.
Y’all better post the interview of the corrupt cop
Yeah
Can’t wait to see that
That was absolutely disgusting.
Right
It will be short, that cop gonna plead the 5th before they sit down.
The female cop should be investigated too. She was trying to sweep it under the rug and completely ignored the victim's cry for help.
Yes cause she saw him because I did.
absolutely, and she was trying to ask him how much it was so he could get twined up further

@@swish9852absolutely brilliant for not answering her question tell me how much you had so it can match. I can't remember exactly how she asked but nevertheless this gentleman stood his ground , stayed polite and respectful. It's sad how he kept apologizing for what happened. It bothers me that people are afraid to speak the truth with police afraid of retaliation. Afraid for their life. Yes I support police officers NOT THE CORRUPT ONES. I NEVER understood how corrupt they are all over the world. My father was a police officer way back in the day. My son wanted to follow in his footsteps not now. It's sad how the good officers are not seen because of the corrupt ones.

That “ DONT apologize “ was strong.
Because the Sargent knew officer Chapman stole the money
This man handled the entire situation in the absolute most respectful manner possible 🫡

I love how the Sergeant told the arrested individual not to apologize. It’s not your fault that the police violated his oath and decided to steal on duty in uniform. People like him is the very reason the civilians have lost hope in the people who were hired to protect and serve. Smh
Exactly.
Exactly
We are not civilians! We are citizens! There's a huge difference. Quit giving these pigs the credit they want but don't deserve.
That Sargent is going to try to cover this up and sweep it under the rug. They act like this in our face and say what we want to hear but tons of cops have long histories of things like this and much much worse
Just because they put on a badge and they take the job doesn’t make them a saint they can still make dumb ass decisions that decide their fate. If you’re losing hope in your law enforcement than you probably had no hope to begin with considering there are brave cops who are being shot at and killed right now doing their duty to protect your community. Sorry Batman and iron man isn’t real.
This guy has more integrity than 95% of cops today.
Just imagine what they did before the cameras
Yeah right! That’s why this cat has FEDERAL WARRANTS, correct? You’re saying close to ALL cops, almost every one of them is corrupt?? STFU. That’s like saying everyone in your line of work is corrupt. So you’re saying everyone flipping burgers (aka you’re industry) is out to steal and cause mayhem? Corruption happens in every job, but that doesn’t mean you get to paint every person doing that job as dirty.
@@7jugothey threw innocent people in jail and robbed them constantly
95%? More like 3%.
@@punchblmers192 well I mean… there are 4 cops in this video right here. 1 is committing a crime… 0% Of the other 3 are actively or passionately fighting for justice, they are actually slyly trying to stop justice and enable a crime… Literally the only person fighting for justice is the victim… so yeah, just using this video as a basis, I think it’s a bit higher than 3% lmao if that was the case we wouldn’t see so many videos like this. Just think of what we don’t see
This man was a gentleman and handled this episode just right. He should not feel the need to apologize because a bad cop stole his money.
Dude should NEVER apologize to dirty, crooked cops.
So what?
It says more about his character than the scumbag that stole his property.
Not all cops are dirty but that bastard is
I'm not opposed to the police but man.... I can't imagine being restrained while you watch someone take your money and what makes it even worse is at first the female officer didn't want to confront the corrupt cop because she was scared to or whatever the case but you can tell she felt convicted over the situation.
He was in fear for his life, he knew more about department policy than they did, cops hate that
I agree, he didn't do anything wrong besides the warrant, and the scum bag did even apologize to him at all but he apologized to his colleagues that shows that thin blue line right there.
The fact he was even apologizing for someone steal his money is crazy shows he doesn't want a officer to lose a job but he just had to let them know what he saw.
His adrenaline is high and he’s emotional. He doesn’t know how to feel atp . He knows how the men like him are typically treated and his is probably scared what may come from this . His emotions are all over the place after going through something like this .
There are a lot of people assuming a lot about this guy in the comments - me included as I made an assumption in the comments of the first one. However, at the end of the day we don’t know what he was feeling in the moment, it seems many think fear, adrenaline dump, emotional response. After watching both videos to me he seems have the presence of mind to calmly articulate his concerns over the count and when it is was not addressed the first time he mentioned it, he was able to continue to calmly articulate his position until the situation was resolved. Well done. Regarding the apology and feeling bad about bringing the situation to light, it is quite likely that he has managed to resolve all interpersonal conflicts and concerns without involving others. If turning someone into the police has never crossed his mind, it would be uncomfortable regardless of who the individual at fault is, or what they do for a living.
Now for my opinion on the officers position. Due to the amount of cash, the fact that it was broken up on his person, followed by him asking for his “phones” plural, I am almost certain the officer thought the money was dirty. From what he has observed in his time, it is likely that he has rarely, if ever, seen that much cash and multiple phones on someone that has not acquired said money in a less than legal fashion. If the cash is to ultimately be confiscated and checked into evidence, what difference does a grand here or there make in the charging document? Someone being tried will never go to the prosecutor and say: you know that dirty money you found on me? Well it was a grand light and I’d like to make sure the correct amount is reflected.
@@03Mach1-zv6imBruh
He apologized directly to Chapman for blowing up his scam LOL. Moon is a helluva guy.
Great analysis!
Stealing what one assumes to be “dirty money” isn’t ok either.
But you’re on point how that is most likely the mindset and justification for those who do ✅
It saddens me to hear him continuously apologize for being robbed.
Props to the Charlotte-Mecklenberg PD for posting this on their own YT channel and not trying to sweep it under the rug. And props to Sgt. Morris for handing this situation calmly and appropriately.
It can ll be FOIA'd and released so they are getting ahead of the issue
@@PacmanBrunnerExactly. The Sgt doesn't deserve any credit as sat by patronizing the dude, and allowing Chapman ample time to successfully hide his theft. Chapman however never successfully concealed the take and therefore rendered the Sergeant and female officers' distraction efforts useless.
@@AmpEazy Honestly, that's what I saw, too. It's not clear to me if they knew for sure that the cop stole some money or just suspected it, but their behavior suggested that they were kind of in "It looks like you f***ed up. We'll buy you some time, but you better figure out how to make this all work out" mode. I can't entirely condemn them because there's no way to know for sure ( Which is exactly what makes it so suspicious. They did just enough so that it didn't quite confirm what they were doing ), but it certainly looks like they were all being pretty crooked trying to cover for him.

Right
@@amahdcole2185I totally agree. I’m glad that Sergeant Morris started off by telling the gentleman to stop apologizing. There is absolutely no wrong in advocating for yourself ❤️
We're probably going to have to wait a long time for that video of Chapmans comeuppance! They have to do the 'internal investigation', which I think is pretty straightforward unless they want to look at what else this cop had done in the past. They might even wait until after the trial or plea deal or whatever before they release that footage. So, maybe a couple of years?
When a person is made to feel less than from young, if he was brought up to be respectful I often see them apologize a lot.
Sad commentary but props for the gentleman.
The footage BELONGS to the public. It is already bought and paid for.
I watched the whole footage from the time he was pulled over until the end. Including these interviews. It is SO CLEAR that the female officer was trying to cover for him. She tried to distract the detainee, refused to look at the officer when the detainee caught him red handed, tried to give him a chance to get away with it, THEN.. AFTER the money was found in the door, she said, "None of us saw anything." Yeah, because both her and the male Sargent refused to actually look when the detainee was begging them to. It wasn't obvious the other male officer was trying to cover up the theft, but from watching the whole footage... it was painfully obvious that the female officer was trying to help the officer get away with stealing. Had he gotten away with it, she would have gone and asked him for a share of the money. She should be punished, too. Also, why charge him with embezzlement? He should be charged with felony theft. He was also ARMED when the theft occurred. He should have been fired, not allowed to resign.. and again, he should have been charged with a FELONY. They decided to charge him with embezzlement so it wouldn't be a felony because if they had charged him with theft, the amount was over the felony amount. Why go above and beyond to make things easier and make the charge less serious on this thief when they wouldn't have done that for ANYONE ELSE?
Yes. Saw it immediately on Police Activity. I hate to use a cliche, but she's sickening.
Absolutely! Armed felony and conspiracy to commit a felony…but hey, not all of us can be cops AND know the law, and all be equal under the law. If you’re a cop you can be ignorant of the law and be undercharged!
Embezzlement is worse. Crime of “moral turpitude” will follow him wherever he goes more then theft or robbery charge. Will always be seen as a fraud in any court he enters just with that conviction alone. It’s a career killer.
I love how your getting such a hard on on this cop being a POS, which he is but I hope you have that same energy with the 99% of cops not doing this s*** and actually making an honest living
Embezzlement is a form of theft and that's what occurred here. The officer came into possession of the money legally but then tried to steal it. That's embezzlement.

This gentleman is a visual MASTERCLASS.

@@sangertx9077 Her dismissive attitude and her willingness to let the issue go spoke volumes. She was not interested in looking into his claims.
Not at all. How many people do those officers interact with who accuse them of various things, even when they seem calm and composed? A lot. And she asked how much he had so she could verify it. Did she know the officer was stealing? More than likely not. If she was guilty then she could've told him he's lying and not bothered to ask him to verify - just count it and if he said he was missing some money then she could say, "Well, I don't know what you did with the rest, but it's not here. Let's go." And if she had anything to do with it then she could've turned her camera off or covered it, but she didn't. And if they were all in it together then they could've turned their cameras off.

28+ years leo myself and another police tactic is when the sgt. asked chapman had he been drinking today. Altered perception of reality so mistakes can happen...... anything to confuse the truth. Chapman was slow though and he missed the opportunity that the sgt was trying to give him to save his job with a believable excuse. Embezzlement???? Robbery!!!!! Proper policy would be to put everything in an envelop/bag and seal it for transport. This is why he wouldn't release it to the other guy along with the phones.
Yes, embezzlement. It's not just some citizen stealing from another citizen. He intentionally misappropriated funds that his employment gave him responsibility to maintain.
THIS DUDE BREAKIN ALL STEREOTYPES 😮 LOVE IT❤
What stereotypes?
that Black people are aggressive and rude and disrespectful. I'm assuming. @@blackbettyboo5039
He should be interviewed with his Lawyer.
I love when everyone is held accountable for their actions
I think she was willing to help hide it at first too....she and the robber were exchanging some weird eyes in the garage
I didn’t catch that
Shut that up. U didn’t see no such thing. Provide timestamps of these “weird eyes”

I believe u ,they do that corrupt stuff.

Lighting wasn’t that good. I couldn’t see their eyes. But I’m sure this happens with border control officers. They seize millions and millions of dollars each year.
The young man was apologizing because he feared for his life, seriously feared for his life…. we all know the consequences on telling on a police officer. It’s a 50/50 a real tight situation, especially with the police brother code.
This guy is so respectful. I don't think I could be this nice and respectful after someone did that to me
I'm up now 🙌🏽👏🏽👏🏽 It's like the intro to a good asf movie. I really hope this young man gets the justice that's due.
he clearly does have OCD he really emphazised not wanting to be viewed a certain way. i have the same symptoms
Same here mate. I have a compulsion to have everything in even numbers and in order. I always know where to find my things and therefore you can't lie on me😅
@@maureenngalu1718 me too bro!! i can ALWAYS tell a persons true intentions bc of that. best of luck man! thers less than 2 percent of us in the world :)
@sposenju2910 I just wish there more of us weirdos in this world. I have to have everything in order. Even if I loose something, I always just have to trace my steps backwards and 9/10 I find it before I start panicking and loosing my mind on dumb shit. That's one of my greatest attributes. I know how to always keep come in volatile situations just like this gear. He maybe a drug dealer or whatever but he handle it way better than the most haters in the comment section. Just goes to show you can have a respectable career and still be the scum of the earth or be a drug dealer with a kind heart. Not all criminals are cruel. Hell the entire government is full of them. Just look at how they humbled themselves during the investigation. Sorry mate I didn't mean to rumble but just had to get it off my chest.. Thanks for being a good spot
@@maureenngalu1718 dont apologize bro i agree with everything you said! ive had OCD my whole life but just recently it manifested into somatic symptoms, and due to having shy bladder syndrome, i hyperfixated on it so much to the point where i would have the physical feeling of needing to pee, no matter what even if i just went. OCD is so powerful it can literally manifest physical symptoms. i havent been able to start my life ever since this problem has kept me inside my house out of fear of having to use the rest room. if there were more people like us there would be much better treatment. But i guess us learning how to deal with it ourselves can make us stronger in our own right. were definetely special!!!
I’m actually extremely surprised that they stopped to hear him out usually they’re rushing you to the cell & telling you to handle things in court. Bravo to the cops for listening & actually holding that cop accountable & Bravo to this man for pressing the issue & not letting it go! 👏🏽
Definitely would like to see the video of the interview with Chapman
I love that the sergeant told him not to apologize cuz he knew he was telling the truth tbh i would’ve never uttered an apology for speaking out on my behalf when i know I’ve been wronged this shows what kind of person he is and for that he has my respect
I agree ! I'm so glad he kept telling him not to apologize. He seems like a good guy , super respectful. We all make mistakes but stealing money is unacceptable especially if you swore an oath to serve and protect
The victim should be allowed to have an attorney present and not be shackled while giving a legal statement.
It ain’t the point of having a lawyer,he already accepted his arrest it’s about the officers stealing
@@eloheemdagod5432yeah but it can be intimidating when your strapped to the ground by the people that you are accusing
Why would he want to wait for a lawyer tell the Sergeant who is investigating what the officer stole what happened?
He could remain silent and ask for a lawyer at anytime

This young man is a real gentleman and a heck of a nice kid. So happy he was alert enough to spot the theft and smart enough to handle the situation with a lot of class and self restraint.
Get the lady cop who was standing there ignoring his cry for help. The cops didn’t want to believe this black man.
Yes it has something to do with him being black. If he wasn’t black, money wouldn’t been taken.
Kudos to this man for being so chill in this situation. It’s a hard pill to swallow but I would bet that it’s not the first time that cop has done this.
Request a freedom of information you can get all the camera footage bro
i dont think you can in NC can you? Or is it just bodycams you cant get?
@@jonWilk8156 learn the laws brother
@@jonWilk8156 Yeah its crazy in North Carolina. Its one of the few states that you cannot just request a FOIA. They passed a law recently. So I think a person has to go through a lawyer & get judge approval. Just insane. That foolishness needs to change.
@@Martin199320 JonWilk8156 is correct. North Carolina is one of the few states where you cannot easily get bodycam footage, without a judge approving it first.

Should NEVER apologize for a dishonest officer stealing from him. Not the officer's first time most likely. Glad he was caught.
God bless this interviewing officer ! Took his cuffs off and offered him water. Detainees remember little things like this forever ❤
This man handle it well
This guy is a gentleman and very articulate. The cop stereotyped him as drug dealer who wouldn't speak up for himself. I guarantee you that cop has a bad gambling habit and this is the reason. Gambling destroys lives of some people and is dangerous.
It didn’t take long for you to come up with something to excuse the cop for his thievery……..
@@firewater365 the cop is a piece of crap. Gambling is wrong not an excuse whatsoever. I'm just giving my opinion as to why he was so desperate for a small amount of money. Gambling is just my guess. 100 percent needs to be prosecuted and lose his job.
This dude is very aware of his surroundings. Actually very impressive. Kept his feelings under control and explained everything in great detail. That is exactly the way you act in that situation.
This guy is a new hero💯💪You could tell that cop KNEW was caught and when he opened the door and positioned himself like that....
Yup very clearly he was a nervous wreck he was hoping he didn’t find it
This dude is super smart. He handled it perfectly.
They're doing too much, guy was totally cool, followed orders and didn't resist. Caught a thief red handed on the Police force that's supposed to be out there fighting law breakers, instead of committing them! The "officer" should be the one in those ()----()!
How are they "doing too much"? He had an active warrant so he deserved to be in cuffs. And yes the officer deserved the cuffs as well. Both things can be true at the same time. Plus "doing too much" is such a dumb saying.
@@scottmichaels6854 They don't have to put cuff on his legs, what is he going to do run inside the an interrogation room while in the Police station with multiple cops? As a 62 year old woman, I give this young man respect, he handled himself well, he's an example of how to act if you want to be heard, his family raised him right.
Dude took down a dirty cop i wonder how they will get retribution on the street.
"pulled up to the scene of the crime"!😂 Buddy, the scene of the crime was in the patrol car!
It wasn't an allegation...The thief cop stole his $900 and tried to lie about it and got caught with it red handed in his side door compartment....This was probably something going on all the time in that department...He just got caught this time around.....

Good job young man for staying calm. Good job police department for taking action swiftly
Wow. This is a refreshing interview
