Foreigners are not allowed to own land or houses in Madagascar. However, I know that it's possible to lease land for several years or put it under the name of a Malagasy beneficiary. Despite these restrictions, I've seen many Chinese individuals owning land, growing various crops, or mining and exporting the products back to China, with none of the money staying in Madagascar. A lot of shady deals between these business-people and Malagasy government officials. Making deals enable this to happen behind the scenes as long as that government official is getting his cut. Personally, given the risk of land reclamation and the lack of reliable legal protections, I wouldn't feel comfortable buying property in Madagascar. I prefer a country with established laws that offer protection in such situations. When i was in Cambodia , a couple of foreigner had bought properties land which they had own for several years when the government changed and they could not longer pay the bribes everything got reclaimed within 1 week....
I know a lot of foreigners that own land in their own name without any problems whatsoever this Chinese guy is lucky because he has the full documents for that land so he’s entitled to it. It’s his unfortunately it’s the Malagasy that occupied the land that have no rights, but that’s life. You can’t steal land and expect to keep it. If you know the right people in Madagascar, you can do anything you like . If you’re looking to buy land as a foreigner the best way to do it is with a full book however that’s not the way I do it. I buy land just off locals to maximise profit and then I apply to get the full book myself. However like you said there safer countries to buy land
