Great question! I don't think its really ever good to switch back to a tier 1 government for only a 50% tourism boost. Not only would you go into anarchy for 5 turns since we were previously a classical republic, but you lose out on the policy cards, influence points, and other modifiers from have a tier 2 or 3 government. With the extra policy slots you can just run extra tourism cards anyways like online communities that gives you an additional 50% tourism modifier to civs you are trading with, which will basically negate the debuff.
