Yes, it's leukotape. Also, that tape should be applied on top of a much more skin friendly tape, since leukotape is - as you described it - very strong and sticky and NOT very pleasant to keep on your skin for any longer period of time, which you would need when having knee issues such as this one. (I'm a physiotherapist.)

I believe it is Leukotape. Very sticky and strong, not at all stretchy like KT tape.
