In Europe you first need to PAY such a plane, and in America the majority is bloody poor, so you can have a far higher number of billionairs. Next hurdle is, getting the documents okay. Fighter jets ARE weapons themselves, even when all guns and canons are removed or disabled like forever, you still need a weapon system license, and crossing national borders compares to travelling abroad with a number of sports guns. And things get more easy, when a fighter jet is just a static museum model, one that will never fly again. There are ways to modify certain construction details, that are very very hard or very expensive in case you'd like to reverse this modification. Think about special alloys, you can forge new parts, but some parts really need to be extremely special, or wings, or the landing gear, or some other thing might break off. For flying planes, there is a lot of regulations, safe guarding a plane being airworthy. Do not underestimate what it takes, to get a foreign fighter jet into the air, the legal way. You don't simply check and repair everything, you need qualified people signing for repairs, and for the checks they did. Only then your FAA says okay, And you do need the FAA, for that is the authority allowing you to fly that type of plane, in the end.
Remember, our laws of driving a car start: it is allowed for anybody to use the public roads, if.... and here come the rules. But in aviation, the law starts like: it is FORBIDDEN to fly into the sky, unless you do..... and here come the aviation rules. Do you see the major difference? Allowed, or forbidden? That shows the attitide of judges, of the law. Flying is not allowed, unless you stick to a lot of rules. And the roads are free!
