The Ducas dynasty was a complete disaster (1059 to 1081) because it gave up Italy in the west and Anatolia in the east, but the Komnenians rebuilt the empire. If Manuel the Great had turned his attention to the east throughout his reign, the situation would have been reversed. The Anatolian Seljuks would have been overthrown and Byzantium would have been restored, stronger than ever. But alas, that did not happen..

Phocas in D tier? WTF? That man should be in F tier! Like, mention any east Roman emperor worse than that guy? Killed a competent Roman emperor, ruled like a spoilt overgrown baby bully, killed competent generals, did nothing to solve any of the empire's woes, did nothing to stop the early Persian incursions, thus making them to grow wings and really fly away, was disinterested in offering leadership except it had to do with killing perceived opponents, bro was probably the worst Roman emperor after the likes of Caligula, Nero and what not
Justinian's re-conquest of Italy actually made more sense than people realize. If you look at what happened after the Byzantines lost control of Sicily to the Arabs in the 9th century or Apulia to the Normans in the 11th century, you will see that hostile powers in Italy posed a huge threat to the Byzantine Empire. There is a reason why Manuel Komnenos spent a fortune trying to take back Apulia from the Normans.

Interesting choices for S-tier, I do think Constantine and Anastasius deserve the leg up on your picks but I certainly can't argue with them. I can also see Justinian in A-tier much more clearly than I can in S, which is where people usually rank him (although I do think B would've been more appropriate).

I really do find the 3rd Punic "War" hard to swallow. If you ever want to get feel of, how horrible the "carthaginian solution" really was, listen to dan carlin's Punic Nightmares part 3. Actually puts a lump in my throat to think about sometimes.

Just on plagues and war: the outbreak of the Black Death coincided with the Hundred Years' War, and didn't stop the Battle of Poitiers or activities around that time (1356). Justinian being able to field armies may not mean the plague was minor, the Black Death's first arrival in England was, I think, 1346-47 with repeated waves for a long time thereafter. Interesting rating for Monomachos. I haven't quite got to him in Kaldellis' The New Roman Empire but it'll be interesting to see if I agree with him or you when I do. Agree with you that Romanos IV was more unlucky than incompetent. Been a while since I read about John III but will have to revisit him, seeing as he got an S. I'd probably have Heraclius as an S tier.
