iRacing™: Clever or Dirty?

Last lap top split Formula Vee at VIR North: gray car leads into T1 then on corner exit downshifts to 2nd gear (not used on this track) which -- much like a brake check -- causes unavoidable contact by car directly behind. Later in the lap, again with a car directly behind, he does the same thing (downshifting to 2nd) wrecking the following car.
What do YOU think? Is this "just racing", a clever tactic, or dirty driving? The relevant Sporting Code rule is 8.1.1.9 "Nefarious tactics".

Report, let iRacing decide, someone done the same on last lap to me, all laps were fast trough corner, last lap driver x decided to slow down and resulted in a pit stop for me.
In this video case, if it is a rookie with low safety score it is inexperienced driver trying to control the car but if an 2500 div 3 etc than it seems a bit suspicious

Last season's "world champion" actually. It's amusing that someone so skilled would trade their iRacing reputation for a cartoon race win. I'm sure they don't care either way.
