Why in the world does the game not just make a bunch of generic officers to fill the ranks? Maybe make them all with their highest stat be 60 just so there should be enough generals to be able to put at least 2 officers in every province...

well I mainly add traits, like Xiahou Yuan having the guo jia speed one or Hao zhao having adamantine without changing the stats
