This is a problem for companies like Paradox, when they have a successful game such as CS1 or PA1 that released so many DLCs. When you decide to make a sequel (that will have as many DLCs, if not more) your base game will be rejected because fans are already used to all those DLCs and dont want to go back to playing the base game, and clearly reject the idea of having to pay AGAIN. Ideally, Paradox should include old features in sequels, and come up with new ideas for DLCs... easier said than done, I know. But ultimately its the same problem people are having with movies these days, nobody wants to pay for recycled ideas.
Can’t say more, other than, to me anyways (which has a bit more vision on this than most), it appears as though they have heard you guys and us yapping at them enough to try doing this better this time around (comparing to CS2). Can’t say more, other than, give it some time, give it a chance. Don’t pre-order.
Now I've learnt that Prison Architect has a gangs dlc... despite having gangs been added by introversion, before paradox acquired it. Meh, it just ruined the game for me. Paradox taking over and vomiting DLCs all over it that is.

After many recently released games have too many bugs to even be played, I don't mind if a studio needs more time to work on their project.
But cities skylines II was also delayed many times...

A delayed game is good game, unless it's a franchise owned by EA Ubisoft or paradox interactive.
