All major softwares used for video editing is mostly based on CPU and RAM, to edit 4K videos without any issues the recommended specification would be an I7 12th or 13th gen or an AMD Ryzen 7700x along with 32 GB of RAM

Depends on your budget and use case, for starters the 3060 or a 4060 is good enough but if you add a lot of 3D Elements and renders in your videos then a 4070 should be good enough
