The Lvl. 100 glitched Pokemon will always obey because they were caught in the wild. Beating the gym leaders will allow the Pokemon you got in a TRADE to obey. So if you got a lvl 100 Mew from a trade, you'd have to wait until Giovanni for it to obey you.

I think the mew obeys because it never leveled up It was level one and then you got ep with it (not enough to get it to level up) so when is said it leveled up to 100 that was because no pokemon was suppose to be level 1 so I think sense it never officially leveled up that the part of the code that makes it disobey thinks it a low level pokemon. but thats just what I think.

Any pokemon you catch and train will obey at any level. the badge refers to traded pokemon. this was used to keep players from blasting through the game with a traded lvl 100 from a friend.
On HeartGold my starter wouldn't obey me. It was level 100

If I recall correctly, on the games, if you are the original trainer, the pokemon will obey you. If you are not the original trainer it will then depend on your badge with pokemon below a certain level defying you on occasion.

For anyone who is confused about Level 100 Pokemon obeying you without all the badges, I can explain. The badge system makes it so _traded_ pokemon will disobey without proper badges, your starter and any caught from the wild will obey as long as they don't faint too much. This may only be for the first 2 or 3 gens, because I believe my started started to take naps and stuff in Gen 5, but I could be wrong.
In gen 1 levels do not matter because they will obey you no matter how many badges you have
Lord Burgerus King of the 'Tism The actual reason is simple it only affects pokemon caught or traded already above the level max for example if he had caught it at level 100 then it wouldnt work but he caught it at one and leveled it up to 100 therefore it still obeys
Lucian the fox Yeah sorry, this is from about a month ago, but I figured out that only traded Pokemon will be disobedient towards you without the proper badges. I think wild Pokemon that you caught will still obey though, at least in my experiences they have.

All Pokemon caught in your file will obey you, regardless of level, happiness, or how much they've fainted, as long as they have you as their OT. I believe they will even obey you if you trade them to a friend and then get them back, though this may only be gen 3 and up.
Traded Pokemon have a high chance of disobeying if they are over the current badge's level cap, regardless of when you got them. Oddly, they only seem to start disobeying above level 15 or so, because I remember getting a couple traded Pokemon before the first gym in Johto and Sinnoh games and they only stopped obeying at level 16.
Fun fact! In generation 3, hacked Mew and Deoxys (and possibly Celebi) will always disobey as if they were traded regardless of badges. This is an anti-cheating measure, as hacked Mew and Deoxys are missing a Happiness bit in their code... somehow.
I have only ever seen high-level pokemon not obey when they were traded to me. Pokemon I've caught on my file have never not obeyed no matter how high leveled they are.

it is programmed like this that traded pokemon with high levels only obey you if you have certain badges, because otherwise you could just trade a level 100 pokemon and run through the game. self caught or trained pokemon with high levels will always obey because you did it all your self... i could've explained better but i'm too lazy
You won't be able to catch Pokemon that are much higher than Pokemon you already have, unless you refuse to train.
Yeah, some people have obviously never done the rare candy glitch in RBY or never focused on only one pokemon for the entire game.

+Joe Homer There is a fun from clutching in these level 100 pokemon. That's not cheating sense you are using in game glitches which are hard as crap. Also abusing the trading system isn't any fun. So they should not be aloud. So if you do it through glitching there is fun from braking games with a glitch and not abusing in game systems.

The reason all glitch Pokemon obey isn't because they're glitched, but because you caught them. The badges are referring to traded Pokemon.
I knew that... don't judge, wow. I'd never looked it up, just could've sworn I had an issue with an overleveled Charizard in red back in the day, but I must've remembered wrong.

Scykoh I had the same issue back in the day. On my red version I had a Charizard by the second gym. I wanted to win with just him and really ground his levels. He refused to listen to me despite being my original pokemon.

Those crazy glitches you can see here are produced by all the events being controlled by hex numbers. It works like that! (Im not using hex numbers, since most of you cant read them. its just for how it works in theory) Event A: 1-16, Event B: 17-22, Event C: 23-25, and so on. By using methods like in the video, you change the space of numbers that a code needs. For example now after using teleport in sight of a trainer, Event A needs 20 spaces, instead of just 16. But since Event B is already locked at place 17-22, they get mixed up. Then 2 possibilities: A global script moves all the other codes, but this is probably not the case, especially not before the year 2000. Its more likely that the engine tries to find a new hex number that is unused. This might be number 680. But the number 680 may be an empty one. That means Script X ends at 678 and Script Y starts at 682. (those could be called safe spots). And now Script B is placed on 680 and the whole thing repeats. That is how you get a Mewtwo sound and the Lavandia them, when just walking.

I know this is several years late, but the badge text refers only to traded Pokémon, so Pokémon you catch yourself obeying you even at level 100 with no badges is intentional. This is the case up until gen 3 where they changed how badges work so it applies to both traded Pokémon and ones you caught yourself. In gen 1 and 2 the badges only apply to traded Pokémon, in gen 3 onwards it applies to all Pokémon, traded or not

The reason Mew and any level 100 will obey you is simply because you were it's first trainer. You caught it and technically raised it, so it obeys you. If you had traded it or it wasn't originally owned by you, it would not obey you.

Ater glitching out the "purified protected zone" in Lavender Tower, you can usually keep walking. That's right, after causing the tower to get glitched up the ass, you can normally still move around - find text box errors, see how messed up the sprites and terrain are...

I've got two Mews now, and that's because of the first Mew glitch you showed on Pokemon Blue, and if you teleport like you did away from the trainer on route 6, but to Cerulean instead of Vermilian(?) and battle the slowpoke guy on the route north for nugget bridge, then if you try to go back to Vermilian(Still don't know how to type that) trough the underground, when you try to step out the door, your inventory screen will pop up, and you get teleported back into the house and.. Level 7 Mew wants to battle! :D So awesome, I was in shock when I saw that.. :P

the reason the level 100s obey you is because of the fact that pokemon that YOU caught obey you no matter what. it's traded pokemon that disobey you.

that one changes your trainer id or other variable involved with obedience, but not the ot or the other way around. not sure which
also, there is no badge in the game to allow commanding level 153 mon's
it's set up so that if it was obtained at a higher level than it would obey you at regardless of the original trainer, it will disobey. also, if YOU got it to lvl 100 via training, it won't disobey, but if you train it beyond badge obedience, it won't obey if you aren't the original trainer.

This is partially true.
Any Pokemon traded from Generation 1 games to Generation 2 games will have a set hold item. Such as Yellow Version's Pikachu holding the Light Ball.
Squirtleawesome However, if you have access to Pokemon Stadium 2 (or maybe Stadium 1 as well), you can make a save file on a Gen. 1 game, get your Fresh Water, Soda Pop or Lemonade, put it onto Stadium 2, then make a new game and have the item early, therefore skip Misty and L.T. Surge and yeah, it explains itself from then on, like in the video.
Squirtleawesome Stadium 2 still helps if you don't have two Game Boys and a link cable (or two Transfer Paks). ^^
I wouldn't say the Fresh Water thing is a glitch. More just an exploit or and oversight.
A little off topic, but I was playing a Randomized Pokemon Red today. I randomized Pokemon as well as loose items on the ground. Ended up finding a fresh water pretty much right away. Needless to say I was kinda happy that I didn't have to use that ridiculous underground tunnel a million times.
Badges for obedience are only needed for traded Pokemon. Anything you caught yourself always listens to you.

the reason it doesn't affect the level 100 pokemon is because when you caught them, for example, the nidoking, it was level 1, so the game probably still thinks it's level 1.

the "obey" is only for traded pokemon. If you had a level 31 traded pokemon, it won't obey you 100% of the time until you get the second badge. It was to prevent people from having their friends trade level 100 pokemon over and just using them.

Pokémon you catch will always listen to you. The disobedience feature only affects traded Pokémon.
You could do the same glitch in Veridian forest. All you need is to do the Nidoking glitch but after you lose to the trainer don’t encounter a Pokemon. You also need a Squirtle to leer the trainer until you can’t no more. Then the same glitch will happen where you battle a trainer twice (in this case, the bug catcher) and the forest makes a sound and stops you every time you take a step.
