I think it's him admiring the genius. He and norm both know he's joking and that norm set it up to make the other person (andy dick in this case) look insensitive. As other said, he's always thinking 2 sentences ahead.
That was part of the joke and what impelled the laughter forward. Norm trying to move on and not resolve the fact that it was a set up, and the matter of fact deadpan force of it.
This is what Norm does to his friends. They all expect him to say something fucked up, but then he expects that they expect that, and he goes clean. Then they always feel bad for laughing at something fucked up, meanwhile Norm gets to take the moral high ground, because he technically never said anything.

@@detyelram2819 No, the humor lies in the assumption that since Norm was looking for his brother in Manhattan right after 9/11 that his brother was _in_ Manhattan when it happened. That's what the audience is supposed to think. This premise is then flipped on its head when Norm reveals that his brother was actually nowhere near Manhattan, so there was no reason to look for him in New York in the first place. The imagery of Norm sifting through "blood and bones" in New York just to call his brother to ask him where he was and have him respond "northern Canada", is absurd. That absurdity is what makes it funny. The joke makes you think one thing and then says the opposite.

That’s part of why he laughed because he knew what he was doing, sort of like don’t think of a panda and you think of one immediately, soon as he thought don’t laugh it became all the funnier.

I've had this kind of talent my whole life, I've always had people asking me how I could say something like that through their laughter. It's also about knowing who you're dealing with and just how far over the line to step.

@@Mythics1 He says “9/11” instead of “9-1-1” cuz he KNEW Andy would correct him. When he’s corrected he quickly changes the topic (also changing the mood from light to heavy) when he says “9/11 was a tragedy”. Andy agrees but wasn’t expecting the change so he laughed, THEN Norm makes him feel bad for “laughing about 9/11”. And the best part is Andy figured out he was setup too lmao.
The most genuine I've seen Andy. You could tell they actually like each other.
In norms first episode of Norm macdonald live with super Dave Osborne, they talked about Andy and yes Norm truly liked him and so did Dave. Andy had problems like anyone else and he worked through it and shouldn't be held to his past the way he is.

Norm had a way of knowing exactly how people would respond or react well ahead of time. Some say that makes him a great comedian, which it does. But even more so it shows he was very empathetic and understanding of people and their emotions. Rip

It’s really remarkable how fast Norm can chew someone up and spit them out with a joke and move onto the next. His humor was misunderstood by so many, but was so smart and just fantastic.
Fucking hell. Watching Norm is like watching verbal sleight of hand sometimes. Like he sets a couple dominoes up, let’s the other guy finish them, the knocks them down without us realising a thing.
It’s almost like he crafts his jokes around his jokes. Like the whole impression thing is just a set up for the 911 joke. If you see his interviews and jokes you see it all the time, he’ll have a traditional joke, but the whole thing is layered with hidden setups and punchlines to the point where you get to the end and you’ve been laughing so long the proper punchline is just icing on the cake.
