Well if you raise your fsb your ram will be oc.d too but you cant do much because if the mb cant to the ram oc it autonatically changes the ram down to a slower speed (thats standart on all motherboards)

If you cant change that in the bios you could try to overvrite the bios with another bios (you have to be very precise though you have to choose the right bios for the right onboard chips on the board then if you have a bios which supports that you can do it
I mean if you raise your fsb the ram is locked to it so it automatically overclocks too ... But only in the same clocks as you change the fsb
If your motherboard cant do 1866 as an example most motherboards throttle the ram down so they can start
As an example i have a 1866 mhz ram + a 1600 mhz ram + a 1333 mhz ram + a 1333 mhz ram with other timings
Then most motherboards will automatically switch to the correct fastest timings it can do to its rules
And then from that it normally does the clocks (as far as i know)
Something you can try is to set the fsb to something extreme and then try to get some super slow timings + lowest multiplier for cpu
Then you would have faster mhz ram , the timings though you wold have to test out because more fsb = faster timings (time sry for bad english)
Less timings(time)+ superslow timings = something which will run but you have to calculate/test it yourself and nobody can do this....
For my test i play a big round of planetside 2
The game will go down to 40 fps at 1333 mhz ram(single side single channel) with around 20 playerd around you
You can have over 80+ fps with 1333 mhz ram with crazy fsb (like my i7 965xe) With over 200 players around you
With dual channel dual sided
(Quad/triple channel doesnt work for me because mainboard is broken)
Slow mode motherboard setting
And my multiplier is at 23 (standard 26) (but i dont always reach 23 in games i dont know some motherboards just pull down the multiplier automatically when the cpu doesnt have enough power idk)

If you mean the ram clock setting as is to the fsb like 133to1333 or 133to1666 as an example
Most dell/or oem computers just dont have that setting
Then you would have to try another bios
Ive seen asus bios-chips (the ones which you can pull out ) work on other computers (mostly old 775 msi computers) perfectly fine.
You really have to look on the integratet hardware though
And maybe use special drivers in the end
