There are loads of Gen I pkmn that were redesigned, then cut, in Gen II. So The mismatched numbers Sugimori gave might be influenced by that. That said, maybe Gen IV had almost no cut mons, bc they revisited their Gens I, II, & III backlogs, which included so many transgen evos.

i think maybe Ken Sugimori could've meant that they've cut a third of created pokemon for the game, but also they designed several more ideas during concept art stage and some of the concept designs got dropped before going further through the pipeline

My take on gen1 comments from Sugimori. If he had nearly 300 concepts and they've cut 1/3 of of it, about 200 would remain. The original provision for gen1 was 190 Pokémon on it's internal index. The holes on the list show up as missingno. From 190 to 151 was about game balancing and cartridge space. The cartridge still had empty banks, but the Pokémon data was all together in one bank pretty much full.

Time to switch between banks was enough to cause some strategic decisions, such as animations or fade outs and fade ins so the player didn't notice a choke when you enter a door for instance. All battle data is in one bank, including trainer teams and evolution/learnsets data to make it fluid while fighting. If you ever tried adding pokemon to NPC parties or adding new species, you realize it runs out quickly. As a curiosity there are reused NPC teams in different maps that I never noticed before trying to edit them 😁
What about AZ's Floette? We know it exists, we have all the data,scrapped event data ALL OF IT, even had different stats from a normal one. It never got released,never was put out. Why not mention that one?

Archeoptryx 100% became Archen line... Black Stone Pokemon can have become Houndstone. Dragonfly Pokemon is 100% Yanmega, but was pushed back into gen 4 (Just like Shellos and Gastrodon were supposed to be gen 3). Flower Pokemon might have become Flabebe line or the Lilligant line. Sugimori saying a few hundred Pokemon be made... doesn't specifically have to mean they are all cut though. Some could have been used for upcoming regions, due to the setting for them to appear in making more sense.

9:15. This makes a lot of sense. 3x sounds a bit excessive but I imagine the team pitches a lot of designs that don't make the final game. It's hard to imagine they would just design the 151 (or however many it is for that gen) and just improve on them from there. It seems obvious that there would be dozens, if not hundreds of pokemon designs that don't make the final game in each Gen.
What if every Gen had 1,000 unique species? While the Pokedexes had a 100-entry limit? So each Trainer had a unique collection? How'd that have been like?

i'm guessing some of those were probably early designs for stuff like charizard for example (dragon4) some were probably scrapped before their design got finalized,and some got scrapped because of constraints,and well,the electric ball tiger kotora,do i really need to elaborate,it got cut twice and i imagine some were probably repurposed for later generations.
In X & Y the Ice gym leaders English & Japanese names both have Wolf in them which leads me to believe there was going to be an Ice Wolf that was meant to be his signature pokemon but got cut. It's a shame since you think we would have an Ice wolf Pokemon by now.

As unglamorous as this answer is, it's probably for licensing reasons. They tend to go back and use ideas and pokemon from the cut list when making new generations, so I'm sure they wouldn't want to release this list, lest another company takes the ideas and makes IPs out of them as or before they release them in a new generation. That would make for a messy legal situation that's just better to avoid. That's also probably why very old cut pokemon concepts are generally the only ones released, as they're confident that they won't use them by this point.

It could just be that the creator of these has the right to share them when he wants to, and he's chosen to sometimes. I'm not saying I KNOW the reasons for all this, just that it's typical in the industry, and it makes a lot of sense that they would keep most of them a secret for this reason.
I really wish that Game Freak was more open about their concept art, since this is easily one of the most fascinating and important part of game development. They've probably built up an archive that could take up volumes by now. Many other franchises such as Star Trek, Star Wars, and Zoids have published their concept art, and it's a shame that Game Freak hasn't done the same with Pokemon.
They could but in reality GameFreak has licensing details to work out. Also GameFreak tends to keep some of these designs on the hand just in case they want to use them for future Pokémon games. It’s pretty common for something like that to happen with all artists for films/tv shows/video games & graphic designers in general.

The Grissom class, which was an early concept for the USS Voyager, also reused for STO. Even a concept versions of the USS Voyager and Enterprise-C, which have been modeled in 3D and released as collectors toys. It can be fascinating when you see scrapped concepts later reused, and as you can see, some with very few alterations from their original concepts, often just fleshed out with added detail to bring them up to specs. There could be political corporate and/or licensing reasons why Gamefreak has chosen to take a private approach with their concept art, but I would imagine that not all of the above designs would have had the opportunity to get fleshed out years later if they had remain locked away on some server, especially the Ambassador and Intrepid classes. And Star Trek design and history would have been the poorer for it.
Yeah true but it’s possible that GameFreak have their reasons why in not wanting to release their designs to the public. I think 1 of those reasons probably have to do with copyright reasons.
Nintendo could capitalize on hype for gen 10/30 year anniversary by just making the next games full of actualized cut mons. They also need to tie Sun/Moon and Scar/Vio together and finish their loose ends.
The bigger problem with the amount of cut pokemon in gens 1 and 2 is, since the gameboy is 8 bit, the pokedex would be capped at 256 slots (yes, the glitch pokemon also do fit into that room too, despite there being more than 5 glitchmons in gen 2), which would mean when designing the pokemon, they would have either only made the art and concepts, but not add them into the games, or they actually removed them after testing them in game after some time This isnt a problem for gen 3 and after since the gen3 dex would be capped, not at 4096... but at 65,536, because thats about how many glitchmons have been possible to form, and then when it moved to 32 bit... yeah i doubt the planet will be habitable by the time we reach 4.295 billion pokemon
the worst possible outcome for me (as a beta pokemon enthusiast) is there being no imagery for certain beta pokemon. an image and nothing else is more powerful than a ton of descriptions.

It's would be interesting if there was a lot of new Pokemon each region. But then a lot of iconic Pokemon wouldn't be as popular. I do hope Black & White remakes would try to add more new Pokemon, like regional forms and convergent Pokemon. The developers wanted those games to be only new Pokemon.
The idea of tons of new Pokémon for each region is the best idea ever, they should just do more new pokemon and no returning Pokémon in future regions and save the old Pokémon for remakes or better yet, sequels of old regions’ games and get accompanied by tons of brand new pokemon from those old regions Let’s hope that both gold and silver new remakes or rather sequels as well as unova remakes or rather sequels (black 3 and white 3 please) have multiple hundreds of brand new Pokémon and that the only returning Pokémon are just the Pokémon of their respective generations Johto remakes or sequels retuning Pokémon: only generation 2 Unova remakes or sequels returning Pokémon: only generation 5 Pokémon And the rest of the Pokémon of both are brand new never before seen Pokémon (probably coming from revived cut Pokémon hopefully)
Wait in gen 3, we were supposed to get a Pokemon called the "small oni pokemon" and it wasn't until several gens later that ogerpon was introduced in scarlet and violet. Plus orgerpon is based off of an oni and, is small (pretty cute too so it might be referring to the masks she wears as the oni) coincidence maybe? Also I'm still sad about ringring and bellboyant. I heard some people say it got reworked into delcatty or purloin. But, i disagree.
I hope some day when big documentaries cover the 100th anniversary of pokemon our wrinkly butts get to crowd the retirement homes common area tvs to see them drop every drop of cut content and tell the story of how all the old games were etc

Kotora and Raitora are probably the biggest losses in my opinion. Both are superbly marketable. I've been wanting an official throwback game that has the old chunky sprites for awhile now. Imagine if they used the cut Pokemon.
4:30 he says they "cam up with" and then you leap from that and say they were designed and developed. That's not true. If you've ever been in design/concept meetings in corporate environments, you're just bringing in ideas and seeing if they work or not. The reality is they ask the employees to bring in idea and some get chosen to move forward with. That doesn't mean every idea is "designed and developed."
So many cut Pokemon don't make the cut (no pun intended), and then they keep on working on even more. Goes to show how hard GF/Nintendo/TPC working on designing the Pokemon games.
I'm surprised they haven't made an Ant Man inspired pokemon. With a gimmick ability similar to Wishiwashi's/Morepeko's that let's it go microscopic or giant.
There's still that lost leech-like evo for Magikarp that makes me hope that in the SV DLCs we'll se that cut convergent Magikarp and Gyarados. Maybe a bug/ground or bug/dragon type.

If there were originally 300 designs for the gen 1 dex, and we still got Pokémon like Muk, Seaking and Electrode, those 149 cut designs must have been truly repulsive.
i'm guessing some of those were probably early designs for stuff like charizard for example (dragon4)
some were probably scrapped before their design got finalized,and some got scrapped because of constraints,and well,the electric ball tiger kotora,do i really need to elaborate,it got cut twice
and i imagine some were probably repurposed for later generations.
In X & Y the Ice gym leaders English & Japanese names both have Wolf in them which leads me to believe there was going to be an Ice Wolf that was meant to be his signature pokemon but got cut. It's a shame since you think we would have an Ice wolf Pokemon by now.

As unglamorous as this answer is, it's probably for licensing reasons. They tend to go back and use ideas and pokemon from the cut list when making new generations, so I'm sure they wouldn't want to release this list, lest another company takes the ideas and makes IPs out of them as or before they release them in a new generation. That would make for a messy legal situation that's just better to avoid. That's also probably why very old cut pokemon concepts are generally the only ones released, as they're confident that they won't use them by this point.

@@nickdentoom1173 Yeah the last bit about why they've released old cut Pokemon ideas is just a bit of speculation on my part. It could just be that the creator of these has the right to share them when he wants to, and he's chosen to sometimes. I'm not saying I KNOW the reasons for all this, just that it's typical in the industry, and it makes a lot of sense that they would keep most of them a secret for this reason.

I really wish that Game Freak was more open about their concept art, since this is easily one of the most fascinating and important part of game development. They've probably built up an archive that could take up volumes by now.
Many other franchises such as Star Trek, Star Wars, and Zoids have published their concept art, and it's a shame that Game Freak hasn't done the same with Pokemon.
They could but in reality GameFreak has licensing details to work out. Also GameFreak tends to keep some of these designs on the hand just in case they want to use them for future Pokémon games. It’s pretty common for something like that to happen with all artists for films/tv shows/video games & graphic designers in general.

Star Trek has done this many times, with USS Discovery being a redesigned version of a USS Enterprise designed by Ralph McQuarrie for Planet of the Titans (cancelled, replaced with Phase II, which in turn became The Motion Picture)
The Nova class, being based on a concept of the USS Defiant
The Valiant Class, another concept of the USS Defiant, used in STO.
The Grissom class, which was an early concept for the USS Voyager, also reused for STO.
Even a concept versions of the USS Voyager and Enterprise-C, which have been modeled in 3D and released as collectors toys.
It can be fascinating when you see scrapped concepts later reused, and as you can see, some with very few alterations from their original concepts, often just fleshed out with added detail to bring them up to specs.
There could be political corporate and/or licensing reasons why Gamefreak has chosen to take a private approach with their concept art, but I would imagine that not all of the above designs would have had the opportunity to get fleshed out years later if they had remain locked away on some server, especially the Ambassador and Intrepid classes.
And Star Trek design and history would have been the poorer for it.
Yeah true but it’s possible that GameFreak have their reasons why in not wanting to release their designs to the public. I think 1 of those reasons probably have to do with copyright reasons.

Nintendo could capitalize on hype for gen 10/30 year anniversary by just making the next games full of actualized cut mons.
They also need to tie Sun/Moon and Scar/Vio together and finish their loose ends.
The bigger problem with the amount of cut pokemon in gens 1 and 2 is, since the gameboy is 8 bit, the pokedex would be capped at 256 slots (yes, the glitch pokemon also do fit into that room too, despite there being more than 5 glitchmons in gen 2), which would mean when designing the pokemon, they would have either only made the art and concepts, but not add them into the games, or they actually removed them after testing them in game after some time
This isnt a problem for gen 3 and after since the gen3 dex would be capped, not at 4096... but at 65,536, because thats about how many glitchmons have been possible to form, and then when it moved to 32 bit... yeah i doubt the planet will be habitable by the time we reach 4.295 billion pokemon
On the topic of convergent Gyarados I gave my Gyarados a ground at Terra type and nicknamed it Almudron
the worst possible outcome for me (as a beta pokemon enthusiast) is there being no imagery for certain beta pokemon. an image and nothing else is more powerful than a ton of descriptions.

wow we were supposed to have 300 pokemon but cause of gameboy's limitations it could only fit 151,understandable,I wonder if we've seen those other pokemon that never made it,it's been 25+ years so we gotta have seen at least some scrapped pokemon from gen 1 by now,but I know we've seen gen 2 and gen 3 scrapped pokemon from a few years ago,but how many of those gen 2 and gen 3 pokemon were from those gens? some of them most likely were from gen 1 in with the mix

It's would be interesting if there was a lot of new Pokemon each region.
But then a lot of iconic Pokemon wouldn't be as popular.
I do hope Black & White remakes would try to add more new Pokemon, like regional forms and convergent Pokemon.
The developers wanted those games to be only new Pokemon.
The idea of tons of new Pokémon for each region is the best idea ever, they should just do more new pokemon and no returning Pokémon in future regions and save the old Pokémon for remakes or better yet, sequels of old regions’ games and get accompanied by tons of brand new pokemon from those old regions
Let’s hope that both gold and silver new remakes or rather sequels as well as unova remakes or rather sequels (black 3 and white 3 please) have multiple hundreds of brand new Pokémon and that the only returning Pokémon are just the Pokémon of their respective generations
Johto remakes or sequels retuning Pokémon: only generation 2
Unova remakes or sequels returning Pokémon: only generation 5 Pokémon
And the rest of the Pokémon of both are brand new never before seen Pokémon (probably coming from revived cut Pokémon hopefully)

Wait in gen 3, we were supposed to get a Pokemon called the "small oni pokemon" and it wasn't until several gens later that ogerpon was introduced in scarlet and violet. Plus orgerpon is based off of an oni and, is small (pretty cute too so it might be referring to the masks she wears as the oni) coincidence maybe?
Also I'm still sad about ringring and bellboyant. I heard some people say it got reworked into delcatty or purloin. But, i disagree.

I hope some day when big documentaries cover the 100th anniversary of pokemon our wrinkly butts get to crowd the retirement homes common area tvs to see them drop every drop of cut content and tell the story of how all the old games were etc

They should make an entirely new regions pokedex consist of scrapped pokemon from the previous gens, can have a few of the beta designs as regional forms and pokemon that were designed to be evos like gorachu regional evos similar to how Mr. Rime played out in swsh
Maybe the regions that are in the same landmass as unova could be useful for regions with Pokédexes that consists of scrapped pokemon of every kind

4:30 he says they "cam up with" and then you leap from that and say they were designed and developed. That's not true. If you've ever been in design/concept meetings in corporate environments, you're just bringing in ideas and seeing if they work or not. The reality is they ask the employees to bring in idea and some get chosen to move forward with. That doesn't mean every idea is "designed and developed."
I've heard that the reason why mega flygon got scrapped is because the fan-arts looked better
So many cut Pokemon don't make the cut (no pun intended), and then they keep on working on even more. Goes to show how hard GF/Nintendo/TPC working on designing the Pokemon games.
So they basically have hundreds, if not thousands, of designs they can use if need be.
I truly believe they go back to their scrapped designs and make actually current real Pokémon out of them
