The two rod stamp is only for freshwater. You’re allowed to use two rods without a license on jetties and fishing piers even in the bay. Not sure about a pier like in this video though.

It's a pier gaff, just a big weighted treble hook for landing fish (if you intend to keep them)

Just an fyi when using a sabiki in the bay you're still only allowed to use 3 hooks.

that is false. if your getting bait u can use the full sabiki rig. if you catch a fish that is a sport fish on a sabiki you have to release it.

You can buy the rod holders online or in tackle stores. Sometimes they make you pay, sometimes they don’t, I usually walk in to avoid the trouble

If the bay is considered inland, the we need 2nd rod stamp. If the bay is considered ocean, 2nd rod stamp is not required. Good question for the f&g.
