Looks like just dry skin to me. I live in Northern Wisconsin and in the colder months ( We have 2 seasons here-( July 4th and Bad sledding) alot of people have dry skin. Most of us use a "Udder Cream" on our hands after doing dishes, bathing or using the sauna ( It's a part of way of life here, ). A lot of us see these type of "rashes"on our feet as well during the colder weather, but by and large, just try and hydrate our skin as best we can after hot/warm water opens our pores. Lotions/ oil/creams seem to soak into pores that warm water opens ( easier and trapping the lotion inside that pore once it cools down and closes), I am sure I might be wrong, but, look forward to learning the correct answer.

My nephew has really bad psoriasis. I just went out to visit, and I feel so bad for him. He has it all over his face and legs. He didn't get it until he started college.
