all you need to do is capture the soul of every playable race. There are plenty of enemies (bandits, necromancers, vampires etc.) and all races are represented. So Oblivion gives you plenty of "excuses" to kill someone in self-defense. You can also join the Arena and complete it that way. I'd say murdering a member of every race is the hard way of doing this quest because you have to keep watching your bounty.

Man...doing the oblivion gates with a god sword and the KOTN armour with each kill recharging the sword is the most fun ive had in Elder Scrolls
