Jewish Autonomous Oblast Flag: why the rainbow?

This federal subject of Russia, which in itself is pretty uncommon for not being particularly Jewish, has a rainbow-laden flag which sparked a question in me: why a rainbow? It also sparked controversy in gay-hating Russia for the same reason.

Note: I don't condone the actions of the Russian government in Ukraine. Russia is a fascinating country, but that doesn't ensure that its rulers will be the correct people.
