Guo Jia mainly is just skewed lower because of how early he died, but his ability to predict events with extreme accuracy(like Liu Bei becoming a threat, Sun Ce’s death, and Cao Cao being victorious if he was to go against Yuan Shao) allowed him to be a tactical genius and allowed him to really help build up the foundations for Wei in the central plains.
Fa Zheng is a real what if that was always fascinating, as he died so soon after joining up with Liu Bei historically. Plus as you stated, he was integral to the capture of Shu and Hanzhong. They literally could not have done it without him.

Since it's DW, based on a novel where Shu are literal gods with inhuman abilities whilst they commit as much, if not even more travesty than the other kingdoms lol. This is why Samurai Warriors series win any day to me, it is based mostly from accurate, recorded history. At least in DW9, Zhuge is a bit more human and not Mr. "I see through everything you can think of in the name of benevolence". I do find myself liking him quite a bit more than previous iterations.
Personally, my favorite stratagiest would have to be Lu xun i love that there is a burning nack for strategies underneath that youthful exterior, also yes thats even taking into consideration of my biased feelings for wu in general i just think Lu xun is a strong stratagist for his age.
Still feel like Zhuge Liang basic plan in the beginning was work with Wu than find a opening and stab Wu behind the back. Basically thats all they did for the first half until he took Shu over. But hey for they fights he actually used his tactics he is good but I feel like Zhou Yu and Sima Yi were on par if not more smarter Zhuge Liang. Sima Yi carefully took Wei and laid the plans for Jin Zhou Yu if Sun Ce was the power Zhou Yu was the guy telling him where to use it. Plus he was doing great against Wei especially after Chi Bi but over exerted himself
for sure, cant take away zhou yu prowess, just couldnt find the specifics on what strategy or tactics were used for alot of his battles, it was just he was there and success happened lol
Sima Yi's plans to take over Wei were more a result of the extended Cao family's insecurity and incompetence in the later years. I doubt it was something he planned, and more something that just kind of happened that way. Sima Shi and Zhao totally planned it though. Especially Sima Zhao. I'd say the formation of Jin was 80% him historically, which makes the game's depiction of him as a lackadaisical slacker all the weirder, lol. Guy had anime super villain energy and actively terrorized, executed, manipulated and controlled the Cao family in the later years of Wei even worse than Cao Cao did with the Han court..

I would think that Guo Si should have had honorable mention. He was the key to Dong Zhuo's rise, and he kept the faction going for years even after Dong Zhuo was gone.
Maybe if he got more time under zhuge i can see him being brilliant. But where he stood at after zhuge’s passing. It’s a whole lot of, “what are you even doing mang?”
The Three Kingdoms strategy is the greatest strategy of this era. We freaking CALL IT "The Three Kingdoms Era". The strategy endured for generations, and MULTIPLE strategies were created and enacted because of the Three Kingdoms strategy being in place. No strategy or strategist can compare to that. I don't like Shu, but nothing but respect on Zhuge Liang's name. #1
We all know Zhuge Liangs worst moment was trusting Ma Su. Zhuge Liang had great plans, his underlings would just not listen to him and it would make the whole thing a disaster

Probably because if the clock hadn't struck midnight on Zhuge Liang, none of Sima Yis ambitions would have happened.... Zhuge was the only one who could keep him in check
Sima Yi is called a turtle for his patience. While he outlived him, Zhuge Liang had the last laugh, using his own corpse to fool Sima Yi into not attacking.
Definitely a good contender, Zhuge died of illness that im sure wasnt preventable back then, medicine was probably lacking, cant fault a guy for getting sick lol. Sima yi is definitely on par with him, but no strategists name rings through this game/other games/anime/tv shows/history the same way Zhuge Liang does & there's good reason for it. Was he perfect nah, none of em were, but he was and will always remain the best from DW
Because he was literally forced to retreat by a dead Zhuge liang. Especially by a decoy which had Sima Yi sh***ing brick because he heard Kong Ming was dead.
In response to the people saying about the “a dead kong ming scares away a living zhong da”, Sima Yi was told by the Wei emperor to not attack and would probably have done that if he could. But also, if he would have attacked it would have been devastating to Wei forces as those areas are extremely dangerous to encroach upon from Wei as shu can easily set up ambushes and Sima Yi learned this after it got Zhang He killed. Also, it was Sima Shi who brought down the Cao clan, not Yi(actually, Sima Yi helped Cao Pi rise to power and was his right hand man, and saved Cao Fang from Cao Shuang who was trying to usurper power). But overall I would put Sima Yi at number 1 as well if we were going by pure history, and The Nightowl goes over the faults of Zhuge Liang historically, but This is also taking the games into account which portray them as equals and Zhuge Liang as the morally just one even though history say otherwise.
