It indeed is!
And you don't even have to switch to Godot for using it. It can export tilesets to Unity just as easily, so you can master this tool even before you switch ;)

Little late, but you can get Aseprite for free if you compile it from the source, just find a tutorial and follow it.

Does it work for isometric tiles?

Yes, Tilesetter can work with isometric tiles (currently still only available in the Steam beta branch though). You can see for yourself!
