That would be your choke tool, if your gun came with mossberg accu-chokes, the chevy bowtie shaped tool is used to install the chokes into the interior threads of the barrel. 😉
You can also get a fiber-optic front sight for it that sits behind the original bead sight.

Yes, it is used to secure a choke on the barrel.
