You're mistaken about that being a "firearm".
That is, and has always been considered a shotgun to the ATF.... Even without a stock. The difference is 18" barrels. By definition, a shotgun (stock or no stock) has a barrel length of 18" or more, and an overall length of more than 26". If the barrels were shorter, it would be an SBS, and if the overall length was less, it would be an AOW.
Shockwaves are considered "firearms" because they have less than 18" barrels, but still maintain the over all length of 26". They DO NOT meet the definition of shotgun because, and only because, their barrels are less than 18 inches.
If your FFL transfered that as a "firearm", you need to find a better dealer.

Not sure where you got those first two facts from. That's not a Shockwave so it's a shotgun, it has a long barrel, and the mossberg cruiser is named that due to it being designed for police cars,hence 'cruiser'
