Tiers only represent how easy a character is to play and damage potential. Wesker is really easy to play but when compared to vergil's damage output, you'd want to put more time into vergil. Some people put in the time to make their characters have higher damage output, but its extremely hard to do, making them a lower tier than what it looks like. A higher level pokemon can beat another, even if its weak to it
I said maybe Ryu and Sentinel is a decent tier character, maybe I went a bit over saying that Sentinel was top tier but after seen so many players do well with him both offline and online I considered him to be top tier at this point.
We have adventurous players, it just changes for major events. Also, mostly top tier players know the roster well. Look at some of ChrisG's side teams, or Justin Wong. They use plenty of unconventional characters.
Ryu is pretty much trash when he's by himself, drones give him a decent way to move in. Up against a character who can fly or has good air maneuverability, they have a huge advantage. Even on the ground, Wolverine, X-23, and characters like that can hit him hard. Sentinel is big and easy to hit, he goes pretty fast with X-factor but you could easily fly up and evade him until it runs out then bait out a super that you can punish. His spit is kind of slow compared to other beams
but really, you can make any character look good, like look how good Zak makes Firebrand look. Moonz is another one with his MODOK, and Lythero with Phoenix Wright. Morrigan was shit tier until Dieminion started using her, Chris simply made her popular. I think the reason there's tons of good Ryus/Sentinels is because of veterans from Street Fighter or Marvel 2
Sent's assist is definitely one of the best, but other than that he is utterly terrible. The only reason he works online is because online is a completely different game and most "armor" characters are pretty top tier online but only online.
