The Congres's statement on this was ridiculous. They said that DRDO could deliver such high-quality drones at 20% of the cost, and that too in a short time. The drafter of this statement must have been on some "high-quality" stuff. The other part was the price. The US Govt foots the R&D bill of companies like Lockheed Martin, Boeing, and General Atomics. They also get grants & incentives. Hence, the prices quoted to the US and other countries are different. For, e.g., F35s were sold to Canada and German for $450 million and 240 million, resp, but the US airforce got them for 100 million. Customization also adds to costs.

Politically I am not inclined to the BJP or congress or any other political parties , but when it comes to security of our nation it is imperative that we get the latest weapon system and the purchase of these drones are of at most importance, We can grow our own industries of drones and weapon systems simultaneously that doesn't mean that we should not get these from outside , this will give our developers more insight into the working of world class drones and this can be used to tinker our own systems

It is NOT predator MQ9B is the reaper. Congress has conveniently compared the price of the MQ1 predator with that MQ9B reaper. This is by far the best drone available. US airforce is now replacing F16 squadrons with this drone.
Probably the reason for distributing small quantities of such sofisticated armaments amongst the three services must be to sensetize them to their operating requirements. So that at a later date if volumes become available, operating people are savy .

Nope. The Armed forces in India are suffering from same old mentality of turf war and petty positioning. Not just Apache or MQ-9B, take a look at Chinook. Chinook is a troop carrier helicopter which ideally should be operated by Army Aviation Wing since Army has the troops but IAF did not allow that due to petty internal turf war.

At 11:30, Shekarji is worried about Services fragmentation due to the drone deal. I believe that's misplaced. With the new Theatre command implementation, the Army and Air force will share their facilities and maintenance. So we should not be that worried about giving 8 to Army and 8 to Air force. I'd rather push for faster jointness and cohesiveness between the two services instead.
There was already a report of establishing a unified drone command.

Also In War Scenarios Army on ground , Navy in Water & Airforce in Air have independent role to play . And has to be sharp focused on their targets & objectives!
We are a "Jugaad" country. Many seasoned defence experts have repeatedly flagged the "some here, some there" strategy alongside our insanely high number of suppliers. Jugaad works until it doesn't. Some "Babu" might have made tall claims of how we could use the same drone for multiple purposes (which even the creators of the drones won't have imagined), leading to Govt thinking of extracting a value of 300 billion out of 3 billion spendings. Hence, the 15 to the Navy, 8 to whoever breakup.
Looking at the cabal of ministers it shouldn't be a surprise - it's a jugaad cabinet without qualifications!

As an aviation enthusiast though not an expert I would like to add the following:
The higher powered engine of the Reaper / Sky Guardian has been correctly mentioned by SG. However, that is only a part of the entire aircraft. The old Predator has a gross weight of one ton where the Reaper has a weight of nearly 5 tons. The payload itself is 1.7 tons which is more than weight that of the Predator! Simply put it is several times bigger.
Now the question whether they will survive has been wrongly approached. These are not "inside the combat" a/c like fighters or bombers but more like ISTAR and AW&CS. Now, if a Reaper is vulnerable then these are too. And if so why are these considered as force multipliers and so important in modern warfare? The answer is obvious.
These carry any anti-sub sensors but not anti-sub weapons. They do carry Hellfire missiles and bombs that can be used against surface targets.
Have you read the deal, wow this rebooting not just your defensive industry this a comprehensive deal that strengthen your economy. I have always said that this war not just military it's economic.

I don’t understand these so called security experts…if according to them these drones are of minimal use, then why do Pakistan and China keep on adding to their drone stockpile. Some people will criticize no matter what…even if it’s a question of national security
You are ill informed and the defense experts are right.
These drones are insanely expensive - they cost as much as a fighter jet with associated costs etc. E.g. Taiwan bought 4 reapers for $600 million - you could have fielded something like 15 additional Tejas Mk1As for that cost, or 40 extra Tejas Mk1As if you only want to account for the forex cost (after all, GoI can always print more rupees). The Indian govt is rumored to be buying 31 drones for $3.2 billion - again - a cost that could buy 75 additional Tejas Mk1As at nameplate value and a whopping 213 extra Tejas Mk1As if you only include the forex cost - because again - the rupee part of the purchases just ends up recirculating within the Indian economy.
The drones that Pakistan, Turkey and China are buying are much cheaper - Bayraktars are $5m each or around $20M each with the full package. Ultimately Pakistan will end up flooding India with hundreds of drones for a couple of billion dollars while India will just be operating less than two dozen across army and airfare - despite spending multiple times as much as them. Reapers are designed for an expeditionary army taking down targets in places that don't have any air defense not a defensive army facing down two modern armies on its land borders.
The Reaper might make sense for naval operations for reconnaissance during peacetime and submarine hunting during wartime but it makes zero sense for either the air force or army. The airforce needs more Tejas and Rafale with better radars and anti-stealth missiles, the army needs swarms of cheaper drones of Bayraktar class that can actually be used in a conflict.

Compare the cost of keeping a tejas airborne for 30 hours & a Mq-9b for same time... also the max endurance of Tejas is no more than 4.5 hours at a time

We must leave it to our armed forces to decide which wepons to buy from where . Be it from India or abroad. Civilians job is to give total budget for defence . Withing that budget armed forces must decide what is best for indias securiety. For price etc the entire process of du diligence is in place . We saw that during Rafael hoopla congress creates eventuly to be snubbed very badly in their face by supream court .
Nothing is going to come out of congresses hoopla again . One thing us good is that this goverment without caring much about opp drama is fully going ahead with modernising armed forces. These drones are one of the most deadly wepons world has seen in the last decade and we sourendee with enemies and poures borders need this kind of weapon to search and destroy terroriest and drug smuglers coming in from all sides of India.

I think its more of a package deal... The way it was announced along with GEF414 engine. Prior to this they were not willing for tech transfers. Suddenly they are enabling 80% transfer. Speaks for itself. For India, which has long tried unsuccessfully to develop indegenous engines, perhaps this might be the calling. And for India, 3.2bill Usd is a small price to keep US engaged in the game. I mean after all you need market access for your goods, FDI's and what not.
There will always be some kind of money exchange and few people near to power getting benefit.
However if the product is good, if the deal is beneficial for the country, it is good for the country
I am reminded of establishment of Radar research centres at the five IITs in early 70s and were given Rs. one crore each. UOR also pitched for it and got Rs. 20 lakhs.
At that time we didn't have expertise even for one centre.
So it is old habit of spreading the resources too thin.
Sekhar Gupta Ji, I have immense respect for you as a journalist. Your observations on splitting Drones among army and Airforce are well taken . As a journalist, you should have researched how other countries with these assets are managing. If your logic of splitting assets is extended, why have Army,Navy and Airforce and split assets? I think each Arm of defence has a different requirement and different outlook for managing their assets. People, who have laid down their lives in the defence of the country, with hands on experience of 30 years, should know how to manage. India already has a thinking of having CDS to coordinate between Army, Navy and Airforce. I have put in my thoughts,so you may consider them also.
MQ-9B will be operated by the Tri-services command, nah? One based out of North and one based out of South?
It’s a shame that we haven’t allowed private companies to develop drones. Currently turkey produces indigenous drones which are nearly as good but are dirt cheap.

An uninformed statement by an uninformed person. Development takes time, and innovation is the last step of this journey. Unless you the master product, you can't produce its next iteration. All developing countries began their journey by imitating, aka reversing engineering, over time, mastered the skill and then became the beacon of innovation - Japan, South Korea, and China are examples. India's started its journey in the 90s (post-liberalization). It is the second fastest-growing economy of the last 3 decades. It's doing pretty well. It will innovate when the time is right.

@@sankalp6872 Fareed is right on this one. Our Intellectual Property Laws need serious reforms and updates. Our Judiciary is absent when it comes to IP and copyright enforcement. We don't need the same laws as the US but we need good laws and a responsive Judiciary none the less.

It can help Army surveil the LoC and LAC and detect any troop/terrorist build up close to the border better than satellites can.

The need for such drones by the Navy and Army is understandable. They have to conduct ISR missions over vast expanse of territory. But the need for it by the IAF is confusing. For offensive actions armed drones would be useless.
It is most unfortunate that questions are raised for political gains over kickbacks even before the system has been bought. As has been reported it is going to be a government to government deal and this nonsense should be nipped in the bud. Need of the hour is to get means to deter potential enemies across the boarders. As always Mr.Gupta has explained everything very well for a layman to understand.
Need of the hour is to enrich bankrupt businessmen and give them sensitive contracts like the Rafale .
IMHO, these drones were pushed by the US as a package with the GE 414 engines, the GE 414 engine partial TOT was what were really required, yes the navy would find some utility in regards to using these drones in non contested airspace but as far as combat capability is concerned, there is no such capability to engage submarines or even track them when they are submerged.. at best these drones are designed to drop ordinance in uncontested airspace over the heads of rifle armed insurgents or keep an eye on surface vessels in the IOR nothing more.. even in lightly contested airspace within low intensity conflict zones these would be brought down like flies through hard or soft kill capabilities as seen in the middle east, Persian gulf etc.
They are primarily for the Navy to supplement Posiden PI8 for the anti-submarine role, comparatively, they are cheaper for PI8 aircraft and can stay in the sky longer than Pi8, with less maintenance and work with less crew, in fact, they can communicate with PI8, when in air. China is increasing its submarine numbers and also building 8 more for Pakistan, our submarine numbers are nowhere near them, this will help the Navy till we beef up our submarines to monitor the Indian Ocean and Arabian Sea. To sum it up, they are only for surveillance, and that's the reason the army is only investing primarily in loitering munition for attack roles, not drones

these days small cheap drones that pack a punch seems more relevant. The ones that cost less and destroys valuable equipment or draws expensive interceptors. The drones of this durability are probably quite useful in maritime surveillance. main attractiveness of these drones is that they are expensive and percentages of commission makes them attractive to the buyer.

it is not unnecessary. Reaper Drone is best in world. USA use same drone to kill Iranian commander in Iran in 2020.
It’s expensive because we are demanding customization. NAVIC integration, MRO facilities, local subcomponent manufacturing, integration with our communications infrastructure all add to the cost of the procurement. You are not just buying 31 drones.

When has the army and the Airforce defense acquisition ever make sense out of the three arm force the Navy has been and has shown is the only arm force in our county that actually knows what it needs and what it wants and how to utilize it assents . Except for the sub and AIRCRAFT carrier debate thats is where its beijg constraint by our defense budget as for the othet two nothing ever make sense sijce they them self dont even know what they want what they need.
Air Force does not need these drones as well as Apaches. Air force is there to keep air space clear. Not to perform the functions of Army and Navy. They better stick to that.

Per hour cost of flying p8i aircraft would be 20 times more than this drone, and maintanence of p8i is huge it's a commercial Boeing plane
