agreed, Steel can be fun if you understand it. IMO, if the Territory Control game mode aka Hydro had the Capture rate changed from 10 to 45 seconds with 1 class would make the game mode better since you don't Blitz the match. Arena would need to be on Alternative game modes first as well as have a Graveyard like change to the game mode with the non Halloween version of the Dispenser ghosts with Dispenser Drones, and maybe some powerups from Mannpower as the equivalent of the Rare spellbook spawn, and the Last man standing powerup could be crits and some normal powerup, Headless Horsless Horsemann could be a Luberjack bot. that reminds me, we could have non Event boss entities to use.

On one hand if you like how a weapon works but hate how it looks it's nice to have another option to choose from. But on the other hand, reskins usually look like they would function differently from their counterpart. And I've always thought it would be neat if cool looking weapons like the maul had more of an identity than "Its the Homewrecker but for rich people" So I took a large number of weapon reskins currently available in the game and gave them their own set of stats ranging from "Slightly modified side grade to the original" to "Completely new weapon idea that's not balanced at all but a ton of fun."

For this comment at least I think you should be only going to be modifying weapons that are relatively cheap and easily obtainable so it can keep the pay 2 win to a minimum. Basically if its under a key in backpack.tf (tm) or it's directly craftable then its gonna be fair game. I'm also not going to be touching the Original, either of the pyroland weapons, or the Holy Mackerel since even though they're technically reskins, they have enough unique functions that make them notably different from their counterparts. All right lets go.
For koth my favorite is cascade Mostly because people seem to forget the part below the point, so unless someone places a sentry nest down there I’m able to run down there all the time and get a free medium health pack. It’s just a lot of fun and it’s the only map I can top score on the casual but where 80% of players are competent instead of the usual 20% (uncletopia)

KOTH wise it has to be Harvest for me with Suijin as a close second. Harvest just has so many easy to reach places for scout to jump to or jump on. It’s great for every class they all feel strong on a specific part of the map

The outside is open and its elevated sections can provide cover The inside sections are close-quarters and chokey, but they're just wide enough to where it doesn't feel unfair (like a certain ctf map??????) . Almost every class can perform well on it. Its biggest flaw are it's sightlines though. One good sniper could shut down the entire map, and there's even a clear line of sight that cuts right through spawn But it's flank routes are hidden from certain points and you could easily reach said sniper This map is a lot of fun
I understand that offense payload is terrible for scout and defense payload is somewhat fun with the lack of sentries and with everyone being in one area, flank routes will likely have one to two people max, but it's nice to know that valve at least tried to think of a good use for scout offense with his two times capture rate. Scout is meant to weave in and out of battle, so being on the payload half of the time any other class would be only makes sense and valve does try to do this since scout can easily run in, 2x the payload and try to harass players then leave when he's too low but competitively a scout would never be able to safely leave a payload with the gunboats soldiers that would jump and finish him off, the defensive scouts that could match his manouverability and even just snipers that can catch out a 50 hp scout with a single shot as he's trying to run.
Hightower is fun for scout if there’s no gunslinger engineers Most people go soldier on hightower and Scout can counter soldier pretty easily in open areas
about doublecross you are arguably wrong sawmill is better because the sniper sightlines aren't that extreme(there is the one that gives you direct sight to spawn but getting there isnt that easy) there are saw(shortstop and force a nature gaming) and there are two flank routes that only demo soldier and scout can use (and one of them is right behind mid meaning you're gonna actually do something)
Honestly I've disabled everything in the map pool outside of KOTH and 5 CP, and only play most maps in those game modes (certain ones like powerhouse are disabled). Everything else inevitably becomes a tiresome exercise in pushing sentry nests, which is just objectively TF2 at it's absolute worst with regards to intended gameplay experiences. But yeah, Steel is awesome. One of the few AD maps that isn't a frustrating sentry nest simulator.
