I've just been watching your Stadium 1 videos and you comment :), but to your question: This was done through memory editing, and Round 3 was really just a testing ground for those modifications. I'm not going to say that there will never be a Round 3 rom hack or something similar, but it is on the more unlikely side for now at least.

No application is being used to rewrite the rom. This is done by memory editing. This is just the normal Stadium 2 which means the modifications are done post boot.
In this Gold/Silver run, I'm trying to use the same music that's used in those games. In Gold/Silver, Rival uses Lance's Stadium 2 theme. In Gold/Silver, Lance and RED both use the Rival theme from Stadium 2, or at least a variation of it. A little bit further back in this Gold/Silver run I gave Rival his Gold/Silver theme, which again is Lance's Stadium 2 theme, but I didn't want to reuse the same theme for this battle. Luckily there is a variation of Lance's theme in Stadium 2 which plays in the Challenge Cup Final.
In Gold/Silver he actually has illegal Pokémon. All of his Dragonite's are illegal as Dragonair doesn't evolve into Dragonite until level 55. His Aerodactyl has Rock Slide which it can not learn. Plus, if Lance had the same team as this in Round 2 and at the same levels, his Pokemon would still be weaker VS what they are in this battle. This is because all opposing teams are maxed EV and DV trained.
The way Lance winces as if saying "D'oh!" When he says "its all over..or Ow, bad news!" is hilarious because he's like oof! I can't watch!
IS this an upcoming rom hack? Or just messing around with the game code for a while?

I just defeated him with the crappy rentals... God, was it an achievement.
