The "Soon" etching was actually from Praedyth, he was warning us about the coming 2nd Collapse, he was seeing visions while in the Vault. He's currently in the Black Garden with Maya and other Ishtar Scientists about to go rambo on some Vex in some timeline.
I love the fact that now, in Destiny 2: Beyond Light, the text on No Time to Explain reads: "A single word etched onto the inside of the weapon's casing: Now."

The consensus as I understand it so far is that Praedyth is the one who etched the rifle with the word "Soon", not Elsie (best source: lore book Aspect, in the section titled Jussive). In one sense he was trapped outside of time, in a cell in the Vex simulation, but you're right - it sounds like evan is talking about the Stranger. Wrong person, wrong description, whichever. I’m here after the release of beyond light. When the stranger said “but I believe where our paths cross, ground... could break” I believe she was talking about Europa. In the game the ice can’t break (obviously) but in real life it can. (Once again obviously) but the ice could inevitably break and our paths cross with her on Europa where the ground.. could break.

It's kinda funny that path with the ghost always existed. Back in year one I use to go poking around VoG while waiting for players( bones of Eao were fun). Regarding the word "Soon" etched on it, that was put there by Praedyth. The lorebook released in Shadowkeep that you get by killing Vex (I forget its name) talks about it. Praedyth has been alive this whole time, trapped and working with a vast number of simulated Ishtar Collective researchers. He etched that word and threw the gun out into time, warning us of what is to come. The end of the book gets quite strange, but one strong interpretation of it is that Praedyth escapes the Vault and ends up in the Black Garden
