This is indeed a huge fire hazard. There is no excuse for them to let it get this bad. I have never seen anything like this before and also things like this are health hazards for people because breathing in years of dust like that is really bad for your lungs. If I was in charge of an apartment like that I would never let it get this bad because that is just putting the people’s lives who live in it in danger.
