I think the songwriting on this is brilliant, partly because is does lend itself to different interpretations. To me, "they" means any outside forces that prevent you from being your best self, or that keep you from fully committing to relationships.

His older brother Tim was in a band called Split Enz. They were huge here back in the day and also did quite well overseas. You should also check them out.
