Dunno what a DAC is, but when the problem is one video and all other videos are fine, then the problem is with _this video_.
By "low-volume streams" you mean all streams, right? Jerma's streams are the only reason I have to max out my Twitch/UA-cam volume, while for all other content they're at ~50%. It's been annoying me for quite some time.
Although increasing the volume of a downloaded VOD can be done pretty easily (without re-encoding), I realize that adding an editing step in between just downloading and uploading is quite a bit more additional work for the uploaders.
